“Emiratization” .. an initiative by the government of the United Arab Emirates to employ citizens in a meaningful and effective manner in the public and private sectors, but is an exception from this sector and semi-governmental companies?

What is the role of stock exchanges and bodies in contributing to supporting this file and the governance of compliance, and holding the boards of directors accountable for their failure to achieve this?

What we see in the decisions in the private sector prompts us to suggest the necessity of governance of the semi-governmental sector, with the same indicators and observations applied by the Federal Authority for Human Resources, which included outsourcing governance (one of the most important ways to reduce the change in numbers, and the claim of unreal localization through the reduction of human resources in book), and perhaps The Minister of Human Resources and Emiratisation, Dr. Abdul Rahman Al-Awar, is the most capable person to achieve this national governance, as he is one of the foundations of the concepts of federal government Emiratisation, and he succeeded in following up on it, and setting the necessary restrictions to compel those concerned to implement it.

The current work mechanisms do not require government companies to register and submit their applications and pay fees to the Ministry of Human Resources, while the reality shows that it is the first and most appropriate.

The fees are from the government, and the failure to register its requests to recruit or appoint an employee from abroad will not be able to achieve serious governance except in this way.

It is surprising, for example, to appoint a human resources specialist from another continent, while our human resources experts have succeeded in rehabilitating and building human capabilities that led us to Mars, and contributed to the operation of a nuclear reactor, as well as attracting a legal advisor who does not speak Arabic and does not understand the laws and regulations of the state. That the scope of the company's work within the borders of the state!

The adoption of regional practices that restricted the appointment of certain jobs to citizens is a right of obligation and obligation, provided that the application must be in order: the governmental sector, then the quasi-governmental sector, then the private. As for the existing resident competencies, they must be preserved without neglecting the nationalization file or removing it from the list of priorities, and perhaps the first of them is that The human resources managers, leaders and decision makers are the sons and daughters of the nation.

Let us keep Emiratisation the cornerstone of our national responsibilities towards the present and future generations.
