  The relevant person in charge of the Beijing Municipal Development and Reform Commission said that in the second quarter, the epidemic spread across the country, and the industrial chain and supply chain of advanced manufacturing enterprises in Beijing were greatly affected. They generally faced multiple problems such as shrinking market demand for products and increasing production costs. The production and operation of the company is facing great difficulties, and it is urgent to do a good job of policy support and strengthen confidence.

  Several measures include 15 specific measures in 6 areas.

Among them, focusing on the short-term impact of raw material transportation and production of supporting enterprises brought about by the current epidemic, several measures have been proposed. Relying on the existing logistics park freight yards and stations, temporary transfer stations and epidemic prevention service stations for truck drivers will be established, and enterprises will be included in national priorities. Short-term measures such as the "whitelist" of industrial chain and supply chain enterprises, the establishment of a "whitelist" of municipal key enterprises, and the coordination of the resumption of work and production of supporting enterprises outside the city.

  In addition, the policy also proposes to guide leading enterprises in the industrial chain to formulate supply chain backup plans or alternative lists, encourage leading enterprises to integrate upstream and downstream resources, and build a stable supporting complex.

At the same time, certain financial support will be given to those who are included in the supply chain of leading enterprises in key areas in Beijing for the first time within the scope of Beijing-Tianjin-Hebei and the actual performance amount meets the conditions.

  In view of the problems faced by advanced manufacturing enterprises such as rising raw material prices, insufficient guarantee of land and space factors, difficult and expensive financing, etc., the policy will reduce the cost of enterprises and stimulate the vitality of market players as an important direction, and resolutely implement the policy of reducing taxes and fees. About 24.51 billion yuan in tax credits and rebates, about 7.8 billion yuan in tax deductions, about 890 million yuan in R&D expenses plus deduction and tax reduction, about 460 million yuan in unemployment insurance premiums, and proposed to increase financing support for the manufacturing industry and promote the implementation of major projects. , revitalize a series of factor guarantee policies such as improving inefficient industrial space and strengthening energy security.
