  On April 1, Beijing officially launched the "Internet Catering Service Catering Safety Management Specification" (hereinafter referred to as the "Specification"), which clearly stipulates that take-out packaging "should use take-out packaging seals that cannot be restored after opening or disposable packaging bags, etc. sealing methods” to reduce the risk of food exposure during distribution.

In Beijing under the epidemic, due to the cancellation of dine-in meals, the demand for take-out has surged, and the protection significance of the seal has become more prominent.

  Two months after the implementation of the new regulations, the reporter found through continuous investigation that the usage rate of seals has been increasing, and it has now reached 90%.

However, many of the interviewed delivery guys reported that some seals are mere formalities, and it is difficult to achieve tear-proof and replacement-proof.

In front of a stall, the boss greeted the dine-in customers, stuffed the lunch box into a plastic bag, tying two knots, and hurriedly handed it to the takeaway brother.

When the reporter asked why they didn't stick the seal, the other party was a little puzzled: "It will definitely not be spilled, you can rest assured."

  On April 24, the reporter visited the food city again.

And this time around, nearly half of the merchants have started using seals.

A stall owner told reporters that he received a background prompt from the platform, "I and the next door totaled and bought simple adhesive strips online together, and each piece was less than two cents."

  On April 30, Beijing pressed the "pause button" for dine-in.

On May 16th, the reporter chose a Liangpi shop that had never been sealed before to place an order in the above-mentioned food city, and found that a new sticker was added to the outside of the takeaway bag, which marked "If the seal is damaged, you can refuse. Take Meals".

  "The seals are gradually being rolled out. The coverage rate in early May was 60%, and now it can reach 90%." Xu Qiang said that he delivered an average of 60 orders per day. Recently, only a few orders have not been sealed, which are basically scattered merchants operating independently.

"Before the promulgation of the new regulations, small stores were almost not sealed, but recently they have been taking measures one after another. Brand stores pay more attention to image, and began to customize seals a few years ago."

  In the view of the delivery boy Sheng Lin, the seal is a "double protection" for consumers and the delivery boy.

In the past, the meals were different, and it was difficult for customers to determine whether the problem was with the merchant or the rider.

Once when he delivered a roast duck, the customer opened it and found that it was all bones and leftovers.

"With the seal, the responsibility can be clarified. If the seal is intact, I don't have to bear the blame."

  Xu Qiang said frankly that most riders would not do anything to the food, but he did not rule out that some people would pollute the food delivery to vent their anger, and thus ruined the reputation of the industry.

"If the seal works well, it will protect food safety and rebuild trust between us and our customers."

  Different seal shapes make the effect discounted

  According to the "Standard Analysis and Implementation Guidance" issued by the Beijing Municipal Bureau of Market Supervision for the "Specification", there is no certain rule for the style of take-out seals. Security cards, staples, sealing tape, etc. can be used.

  However, Xu Qiang felt that these methods were not all able to meet the requirements: "Like a staple, it can be disassembled and re-ordered." According to his observation, many seals on the market are "unqualified" at this stage.

"Most of the merchants who use plastic bags will wrap the bag mouth with adhesive tape, while those who use non-woven bags and kraft paper bags are mostly sealed with staples or stickers. Some adhesive tapes and stickers have no tear-proof design. If the rider really intentionally opens it, he can lift it off and stick it back without leaving any traces.”

  During the delivery process, Xu Qiang found that the best protection effect is a long strip seal with a serrated gap at one end, which is very easy to break if pulled by external force and cannot be removed completely.

"This kind of seal only accounts for 10%, and you can encounter four or five orders every day."

  However, even if the seal is properly designed, it does not mean that it is foolproof.

Takeaway brother Wang Huaiji told reporters that he saw a colleague accidentally broke the seal while picking up the meal and asked a familiar merchant for a new one, and the other party handed him one without saying a word.

  The reporter noticed that most of the seals of small stores are purchased from e-commerce platforms, with similar styles and no store icons. If they are replaced in the middle, consumers will not be able to tell whether they are original or not.

  Although he felt inappropriate, Wang Huaiji did not remind him, because he had broken the seal himself.

"At peak times, I often have to carry seven or eight takeaways with one hand, and sometimes I accidentally remove the seal, especially the ones that are thin and not sticky."   A few days ago, when Sheng Lin took a handbag out of the delivery box, he found that the stickers on both sides of the opening were soaked with water vapor and cracked from the middle.

He explained embarrassingly to the customer, but the other party didn't take it seriously, which made him feel complicated: "The businessman posted scribbly, and the customer doesn't care, the seal is there, but the seal awareness has not kept up, and if you encounter a problem, you still need it. Bullshit."

  In addition to popularization, it is necessary to standardize

  Although the seal is small, it connects the three parties of merchants, riders and consumers, and is related to the "last mile" of takeaway food safety.

Many interviewed consumers believe that, on the one hand, it is necessary to continue to cultivate usage habits to promote the further popularization of seals; on the other hand, to promote the standardization of seal materials and styles, which not only protects meals from contamination, but also prevents riders from falling into new "embarrassments". ".

  "The cost of sealing is low, and the difficulty in achieving full coverage is that all parties do not pay enough attention." Pan Helin, co-director and researcher of the Digital Economy and Financial Innovation Research Center of Zhejiang University International Business School, believes that food delivery platforms should be well guided, such as to Merchants push usage rules, uniform production or purchase compliance seals, and can also mark the presence or absence of seals on the order page. By influencing consumers' choices, more merchants are forced to seal meals.

  "After I arrived at the store before, I only cared about whether the food was ready, but now I will unconsciously pay attention to the packaging process. When I encounter a few merchants without a seal, I will remind and tell me what I know and where to buy. They." Sheng Lin said.

  Pan Helin believes that standardization is necessary at the same time as popularization, and it should be explored in practice to screen out more effective sealing methods.

  The reporter sorted out and found that since this year, Zhejiang, Anhui, Inner Mongolia and other places have successively advocated the use of food safety seals, among which Zhejiang's regulations are relatively clear.

For example, if a single-sided seal is used for sealing, the length should be ≥12.5cm, width ≥2.0cm, and thickness ≥0.75mm; if double-sided seals are used, the middle seal should be used, and the length of the seal should not be less than the total length. 1/3, the width is not less than 2.0cm.

In addition, simple seals such as staples and transparent glue cannot be used as takeaway seals.

  Starting from his own distribution experience, Xu Qiang suggested that the seal can be added with a zigzag or fish-scale tear-proof design, and the store icon should be attached. If conditions permit, it is best to add a layer of plastic seal to the lunch box.

"The dishes are put into the lunch box as soon as they are ready, and the lid is easily lifted by the hot air. The plastic seal not only has a good sealing effect, but also solves the most common problem faced by riders."
