National Super Excellent People's Police Year Guoqiang

Arresting the "Leopard Brother" at the scene, the "Nian Shen" when solving the case

Male, 38 years old, fourth-level sheriff of the Intelligence Squadron of the Criminal Investigation Brigade of the Yingzhou Branch of the Public Security Bureau of Fuyang City, Anhui Province.

Zeng won the second-class merit twice and the third-class merit three times, and won the honorary titles such as "Civil Service Satisfied by the People of Anhui Province", "Outstanding People's Police of Anhui Province", "Anhui Provincial Public Security Organs Chasing and Escape Expert" and other honorary titles.

In Nian Guoqiang's wardrobe, there are many colors and styles of tops.

Sometimes he dressed like an electrician, sometimes like a courier.

But his real work has nothing to do with that.

As the fourth-level sheriff of the Intelligence Squadron of the Criminal Investigation Brigade of the Yingzhou Branch of the Public Security Bureau of Fuyang City, Anhui Province, these are the disguise he often uses when handling cases.

It is always said that he is the cop who looks the least like a cop.

Leaders and colleagues are accustomed to his presence.

Nian Guoqiang, who has been tempered in the Snow Leopard Commando for five years, encounters a suspect, dares to rush, can arrest, one of the top three, everyone calls him "Leopard Brother"; in the face of difficult cases, he relies on himself The "Skynet+" technical warfare method developed by the team can always lead the team to quickly hunt down the target through layers of data and information.

The family and the attending physician are also used to his absence.

Occasionally eating at home, the wife also forgets to prepare his tableware.

Since being diagnosed with non-Hodgkin's lymphoma in 2012, he has always bargained with doctors, compressing the chemotherapy drugs that would have taken more than ten days to be administered in different doses to two or three days. Flakes of blood vessels turn black-purple.

Since 2012, Nian Guoqiang has arrested more than 4,000 criminal suspects of various types, participated in solving hundreds of cases, detected 51 cases of the Ministry of Public Security (supervised by the Ministry of Public Security), and hunted down more than 100 fugitives in murder cases.

On May 25th, he was named "National Super Excellent People's Policeman" at the National Public Security System Hero Model and Merit Collective Commendation Conference.

The following is Nian Guoqiang's self-report.

  "The policeman looked righteous"

The day before the conference, I was too excited to sleep.

After nine o'clock in the evening, my eight-year-old son called to comfort me, "Don't be afraid, Dad, don't be nervous, I'm not nervous when I see the teacher."

In fact, I received a notice more than a month ago that I would go to Beijing to be received by General Secretary Xi Jinping.

At that time, the list of people to be commended by the national super-excellent people's police was also announced, but I still didn't believe it.

I have nothing special.

I didn't believe it until later when I was put in quarantine.

Before leaving, I had my hair cut half a month in advance.

As the saying goes, "cutting your hair for three days is ugly", it doesn't look good just after the cut. I count the days, and I think it will look best on the day of the conference.

On the morning of May 25, I wore a police uniform and came to the Golden Hall of the Great Hall of the People.

I was very nervous. Not only did my palms sweat, but the sweat on my forehead was about to flow down, and I saw other people do the same.

I am the first and only policeman in Fuyang City to receive this honor, which is a zero breakthrough for our city's public security system.

That day, my dozens of public security WeChat groups, Moments, and Douyin were full of relevant reports and photos. Some colleagues sent me messages to congratulate me, and some sent me screenshots of my pictures in the reports.

I didn't even have time to post on the Moments, and "Congratulations" rushed over.

That day, I became a hot topic, and I didn't fall asleep again.

I sent the photos I took at the scene to my family. My wife praised me for being handsome, and my nephew, son, and nephew all said that I became their idol.

On Douyin, I saw a netizen commenting under my photo, "This policeman looks righteous." I am very happy.

In fact, I don’t like to talk about these honors very much. First, I feel that this is what I should do. Second, all achievements belong to the group and everyone.

Maybe sometimes I play a bigger role in a certain link, and if I take advantage of it, the honor goes to myself.

In the past two days, my mood has calmed down, and it is estimated that I will return to Fuyang on June 3.

I am in isolation and I am busy with work, such as anti-fraud publicity and case handling. It may not be as good as working in the unit, but everyone will call me when they encounter a difficult case to discuss the case, the setting of the arrest plan, and the suspect. Hidden places etc.

I am more leisurely than when I was in the unit.

Although we used to joke that if we were quarantined, we would do nothing and lie down every day.

But now I can't get used to it. Lying on the bed and doing nothing, no, walking back and forth in the room is not comfortable. I always feel that something is missing.

Time flies too slowly, and you have to count the days with your fingers.

I was too embarrassed to keep looking for colleagues, so I waited for them to find me, and checked my phone every once in a while.

In fact, I don't want them to call me, because it proves to be a difficult case, either with a high degree of harm or a twisted plot, which will involve a large number of police forces.

But once there is, I hope to call again, and we will work together to make up our minds and plans to solve the case as soon as possible.

  The worst police officer

Before joining the police, I was a soldier in the Snow Leopard Commando for five years. Boys have a kind of hero complex.

Practice climbing, fighting, shooting, etc. every day, and also learn some business theories.

At first, he was hurt all over.

Then I got used to it and enjoyed it.

I was used to listening to the horns of the army, but I was not used to it when I returned home from the army. I wanted to find a similar job, so I went to the police examination. In February 2010, I was admitted to the Criminal Investigation Brigade of the Yingzhou Branch of the Fuyang Public Security Bureau.

In the beginning, there were some difficulties.

I am different from those college students who graduated from the police academy. My professional knowledge is locked up. I am considered a monk halfway through. I have been in the army for many years. times, three times.

If there is something I don’t understand, I will check it myself and ask for advice.

In the team, there is a tradition of old police leading new police officers. Everyone is a master. For me, basically everyone is my master.

I am like a blank sheet of paper, I will do whatever task is given to me.

When I went to arrest, the leader liked to take me, because physical strength and military skills were my strengths, and he said that I could handle three by myself.

Once, the suspect came out of the Internet cafe and passed me by. I recognized him at once, ran after him, ran for more than 40 meters, and threw him off the battery car.

Another time, the suspect jumped out of the window to escape. I chased him for two or three miles, followed him into a cornfield, and knocked him down.

I have also been to a location near Mongolia in Xinjiang to arrest people. In winter, it is 20 to 30 degrees below zero. In the end, I found that the clues were wrong and I arrested a "lonely".

Everyone thinks I am very hardworking, and they call me "Leopard Brother" because I am from the Snow Leopard Commando and I am the youngest.

In a major case, I stayed in the unit for food and lodging. The longest time I lived in the unit for 9 consecutive days, I slept two or three hours a day.

I have also been injured, scratched, bitten, strained, and my arm was cut by a knife, quite a lot.

Once, when I pulled the suspect's car door, he stepped on the accelerator and dragged me for dozens of meters, dislocating my arm.

When arresting, there is no time to think about whether it is dangerous and whether the other party has a murder weapon.

I didn't tell my family if I was injured. I only said that a few cases were solved and how many people were arrested. If it was dislocated, it was enough to connect it, and my wife couldn't see it.

In many cases, catching criminal suspects requires skill and detours.

I acted as a passer-by, a maintenance worker, a takeaway, and also pretended to be a couple with a female colleague.

I used to be shirtless, dangling in front of the suspect's house, sitting and waiting, and I didn't pay much attention to my appearance.

  There are many setbacks.

At the beginning, legal knowledge was my shortcoming. If the evidence in handling the case was not well organized, the case file would be returned and had to be supplemented.

I took the initiative to study and read books related to law.

Another time, when a suspect was arrested, I was recognized and they ran away.

Because during that time, I arrested a lot of people, and I chased down more than 80% of the fugitives in my jurisdiction.

Every night, people from the detention center called me, "Guoqiang, do you want to give it away today? If you want to give it away, tell me in advance, I will go to bed later, so I won't take off my clothes." Should have worn a mask before.

From the front line to the background after suffering from malignant tumor

After two years of work, I had non-Hodgkin's lymphoma.

The blow was too big.

My mother and my sister all said, "How can a young person get this?" I feel like my life is over.

But there are too many things to give up - dreams, family.

My wife was not married to me at the time, but she packed her clothes and moved to my house, saying she wanted to accompany me.

Slowly, I also accepted the reality, even if I want to die, I have to do something first.

  I do brain work, brain

Just wake up, and the pain in your body will pass.

Although chemotherapy made me drowsy all the time, I was also excited when encountering difficult cases. Once I concentrated, I thought about nothing and couldn't sleep.

  Everyone takes care of me.

When handling a case, I am not allowed to be my deputy, but I am not allowed to be the main attacker. I am not reconciled. I am also a normal person who is equal to everyone.

The leader wanted to put me in a logistical position, but after so many years in the frontline of criminal investigation, they suddenly transferred me away, can I agree?

I have a strong and stubborn temperament, and I have been stubborn for a lifetime and have worked vigorously for decades. I choose the latter.

The leader once said something that impressed me deeply, "When you retire, if you can recall that you have handled a few meaningful cases and caught a few criminals that impress you, then it is not in vain."

Once a victim was defrauded, the money was borrowed.

She did not dare to tell her husband, for fear of conflict.

We solved the case and got the money back. She came to my office, knelt down and cried and kowtowed to me.

I was quite shocked.

Seeing the tears of the victims and comparing my heart to my heart, I want to do something meaningful, solve more cases, and save their losses.

But later, the tumor recurred many times, and as I got older, my health was not as good as before, and the attending doctor was about to turn his back on me, saying that it would be difficult to continue like this.

My health is not good now, my digestive system is not good, my blood vessels are also broken, and many places are purple-black.

In 2017, I could only reluctantly switch to the Intelligence Squadron to do behind-the-scenes reconnaissance.

This job is mainly to provide clues and support to the front-line personnel, and guide them in which direction to investigate, such as who the suspect is, where is it, what is the family situation, and how many people are in the gang.

It doesn't matter what I learned in the criminal police team before, I have to start from scratch.

The case-solving magazines within the police, as well as the techniques and experiences written by others, are my treasures.

I learned ideas, summed up how to solve each case, how to find the incision.

Over time, it has formed its own set of methods and theories.

"Nian Shen" is not a god

Behind the scenes, the pace is a bit slower, but the workload is larger than before, and sometimes you have to go to the scene to arrest.

I usually get up at 6 o'clock, run for 40 minutes, arrive at the work unit at 7 o'clock, turn on the computer after dinner, read the cases sent by each work unit, parallelize them, sort out the clues, and distribute the sorted materials in the afternoon. If there is any progress and changes in the front-line units, I will adjust my plan in time.

I have basically no vacations, other units have difficult cases, and I also work overtime to help on weekends.

I can't wait, trying to get some results out.

I put a computer in the living room, the master bedroom, and the second bedroom at home. I also put a pen and paper on the bedside of the master bedroom. When I think of key clues, I will get up at night to memorize and think, and go to the unit for verification the next day.

When dealing with a case, I must hit the source before letting go, or I won't be able to sleep.

When solving a murder case, I would still talk in my sleep and talk about the case.

My wife told me that once, when I fell asleep, I shouted "don't run" and kicked her.

In the first two years of marriage, my wife always complained that I woke her up. Now I'm used to it. When I wake up, I pull the quilt, turn over and continue to sleep.

When analyzing the case, I would often talk about what I would think, what to do, and where to go if I were a suspect. My wife said that I was nervous all day long, and that I spoke like a prisoner.

In fact, running a case is like hunting.

I often tell my colleagues that we are hunters, and if we want to hunt a prey (a criminal suspect), we must first understand him, be familiar with him, and know the ins and outs of the case and the people involved before we can find him and arrest him.

After a long time, I figured out a set of "Skynet+" techniques and tactics - relying on data to accurately locate suspects, is very useful in solving cases and chasing escape.

This year, we just solved a murder case that happened 26 years ago. Through this technique, we traced the data back to 26 years ago, and then determined the current identity of the suspect.

After more cases were solved, I was no longer excited. Anyway, I went home to eat and sleep.

A few years ago, when I solved a small theft case, I was so excited that I bragged with my daughter-in-law and asked her to call me a "magic detective".

Everyone even gave me a nickname, "Nian Shen".

Maybe I have a little more experience, but I am not a god, I am just a person, people always have to be surpassed, and the tactics are constantly updated.

For me, books and cases are the "gods", and there is always new knowledge in there waiting to be explored.

"My son told me that he wanted to join the police when he grew up"

I have no guilt for my work, but I owe a lot to my family.

My father has been paralyzed for 12 years due to illness. I sometimes work overtime and can’t come back all night. The burden of taking care of my father falls on my wife and mother.

The two of them have to wait for my father to turn over and take a bowel movement. My father is more than 150 pounds, my wife is only 90 pounds, and my mother is over 60 years old this year.

I have the least status at home, and I don't dare to mention my status.

When they eat, they often forget to bring me a bowl.

Because I didn't go home for dinner too little, either I came back late, they all finished eating, and even went to bed; or I just got home and a phone call called me away.

My wife said she couldn't see me a lot of the time.

Occasionally eat together, when the stool is ready, I will sit, and without my stool, I will eat standing up.

My son is going to the second grade. From kindergarten to primary school, I have never been to a parent meeting. The last time I went out to play with him was two years ago.

This time, after I've been out for so many days, my son should eat, sleep, and don't miss me at all, he's used to it.

  The wife is a teacher.

In 2021, she has an opportunity to study abroad, but unfortunately, I was busy with a security mission at that time.

I was selfish, but I still told her in a vague way, go when you need to, and I'll take care of it at home.

The wife asked, "What can you take care of? When can you come back?" Later, she didn't go.

I know that my family supports me.

What my son told me the most was that he wanted to join the police when he grew up.

My wife often compliments me in front of my son. What case did Dad solve and what medals did he get? "He's almost full of medals. When will you be like Dad?"

Now, my immunity is back, but the tumor is still growing.

I need to have regular check-ups, and if the disease progresses to a certain extent, I need chemotherapy.

Once, because I couldn't get away from work, I postponed the chemotherapy time. The attending doctor came to scold me and said, "You are such a bad child." I'm used to it.

Twelve years in the police, my mentality is constantly changing.

When I first started working, I wanted to do well. After I got sick, I wanted to make my life more meaningful and leave something to the society. Now, I just want to solve more cases and save more losses for the victims. It is also the duty of our police.

And, from a personal point of view, I also want to fight more criminals.

I am a police officer, and also a father, son, and husband. If my family can live in a more secure society, I will feel at ease.
