Measures of Haidian District on Further Regulating Home Office Management During the Epidemic Period

In order to further curb the spread of the epidemic and ensure the health and safety of the people, the whole district continues to implement control measures such as working from home.

In order to better implement the relevant requirements, reduce the flow of people, and reduce the risk of the spread of the epidemic, this measure is formulated in light of the actual situation of our district.

  1. General requirements

  (1) The whole district implements home office.

Units in the region fully implement home office requirements.

People who live in Haidian and work in other areas work from home in Haidian.

Those who live in other areas, work in Haidian, and work from home in their place of residence.

Those who really need to work, hold a negative nucleic acid test certificate within 48 hours, and implement "point-to-point" work between units and places of residence.

  (2) Standardize the situation of working from home.

In addition to undertaking epidemic prevention tasks, urban operation, and public service personnel, work from home is implemented.

For units in the home office area, if they really need to be on duty, the personnel on duty are relatively fixed, and “point-to-point” closed-loop management of units and places of residence is implemented.

Party and government organs and state-owned enterprises and institutions have taken the lead in implementing the requirements for working from home.

  (3) Strict home office requirements.

Home office workers should take the initiative to report to the community where they live, and integrate them into the community prevention and control system.

Obey community management, strengthen health monitoring, and implement testing and screening requirements.

During the period of working from home, insist on non-essential non-moving, no gatherings, no visiting, no traveling, and no gathering.

  (4) Implement the main responsibility of the unit.

Adhere to the principle of "who manages and who is responsible", and the units where home-based employees work should coordinate the specific arrangements and education management of employees' home-based work.

Supervise its employees to implement community epidemic prevention requirements.

Report personal health status daily to prevent leakage of pipes.

  2. Specific measures

  (1) Party and government organs and state-owned enterprises and institutions.

Except for the staff who undertake necessary and urgent tasks such as epidemic prevention and control, work safety, fire safety, emergency rescue, and on-duty duty, the rest of the staff will work from home.

During the period of working from home, online working methods such as video, Internet, and telephone are advocated.

All units make overall arrangements for the specific arrangements and education management of employees working from home to ensure that all work is carried out normally during the period of working from home, and it is constantly archived and not out of touch.

Those who really need to work, hold a negative nucleic acid test certificate within 48 hours, and implement "point-to-point" work between units and places of residence.

  (2) Communities and villages.

Residential areas and villages implement closed management.

Adhere to 24-hour bayonet duty, and strictly implement measures such as personnel and vehicle access management, temperature measurement and code scanning, verification, registration, and inspection of negative nucleic acid test certificates within 48 hours.

Outsiders (including couriers, takeaways, hourly workers, etc.) are prohibited from entering.

Propaganda and guide people who live in Haidian and work in other areas to work from home in Haidian.

According to the needs of community prevention and control, home office staff can be turned into volunteers on the spot.

  (3) Parks and building enterprises.

All parks and building enterprises have fully implemented home office in accordance with the principle of "non-essential non-flow".

Those who really need to go to work should report to the competent authority and be included in the "white list" enterprises, and implement closed-loop management to reduce liquidity risks.

At the same time, the closed-loop management of property personnel is implemented within the project, and there is no cross-regional or cross-project flow.

  (4) Business units.

Except for supermarkets, fruit and vegetable stores, catering institutions (only providing take-out services, cancel dine-in), medical institutions, and pharmacies that meet basic living needs, all indoor cultural and entertainment, sports and fitness venues, medical beauty institutions, various training institutions, "Seven small" stores, etc., will all be closed.

Libraries, museums, theaters, art galleries, cultural centers and other places are temporarily closed.

  (5) Schools and kindergartens.

Primary and secondary schools, kindergartens, and secondary vocational schools in the district will all suspend their return to school and continue to organize online teaching.

  (6) Colleges and universities.

Colleges and universities in the region shall implement the school’s prevention and control measures.

  (7) The original closed (management) control areas, high-risk groups, risk points and other prevention and control measures remain unchanged.

Thank you for your understanding, support and cooperation.
