The complexity of the investigations prompted the Saint-Brieuc public prosecutor's office to open a judicial investigation three weeks after the death of a woman on the construction site of the Côtes d'Armor wind farm.

On Monday May 2, a 70-year-old woman drowned while walking by the water's edge on Caroual beach in Erquy.

While she had water up to mid-calves, the victim had fallen into a channel 3 to 5 meters deep "with an almost immediate drop".

The rapid intervention of witnesses, in particular her husband and her daughter who were nearby, did not save her.

Since this tragedy, “extremely detailed findings have been made on the spot”, assures Nicolas Heitz.

The public prosecutor of Saint-Brieuc wanted to open a judicial investigation for "manslaughter" and entrust the investigations to an investigating magistrate "for the purpose of establishing the truth and determining any criminal responsibilities that could be incurred".

For the time being, the file does not target anyone in particular.

In particular, the investigation will have to determine whether the signage was sufficient to alert walkers of the danger.

And also check the conformity of the decrees issued by the various local nautical commissions.

One of the two channels had not been blocked

Two contiguous canals had been dug over a width of 60 meters and a length of 250 meters.

If one of the channels had been partially filled, the other had to be "after the intervention of the divers to anchor the cables by ballasting them", specified the prosecutor Nicolas Heitz after the accident.

Much criticized, especially by fishermen, the wind farm in the bay of Saint-Brieuc must be erected 16.3 km from the coast and will have 62 wind turbines 200 m high.

It is supposed to produce 1,820 GWh per year, the equivalent of the annual electricity consumption of 835,000 inhabitants, according to the company Ailes Marines in charge of its construction.

Its commissioning is scheduled for the end of 2023.
