In early summer, on Hanzheng Street, Wuhan, Hubei Province, there was an endless stream of merchants from south to north, and electric trailers passed through them.

Seeing Zhou Wei, a community policeman from the Sanshu Police Station of the Qiaokou Sub-bureau of Wuhan Public Security Bureau, who was patrolling here, Xiao Wei, who runs a toy store on the street, greeted him with a smile.

"Old Ding and Xiao Chen stopped fighting, right?"

"No, no, they are doing fine now!"

In their mouths, Xiao Chen is the landlord of the toy store, and Lao Ding is the landlord of the pharmacy next door.

Earlier this year, Lao Ding rented his storefront to a merchant to run a pharmacy.

During the renovation of the pharmacy, it was found that the wall of the house, which was about one meter thick, was renovated by the toy store next door.

Lao Ding found Xiao Chen and wanted to get back the right to use the wall.

"The facade has been rented to a toy store for several years. This wall is used by my house. You are going to tear it down and decorate it now, isn't it too bullying?" The merchants fought for the right of use and categorically refused.

At the end of March, Lao Ding's family came to the store to find Xiao Chen's "theory". Seeing that the other party was crowded, Xiao Chen also "called the team".

The two sides quarreled endlessly, and the conflict was imminent.

After learning of the situation, Zhou Wei rushed to the scene, persuaded the families of both parties to return, and then took the parties to the police station.

After mediation, Lao Ding and Xiao Chen verbally stated that they would not fight, but Zhou Wei knew that no one in their hearts would accept the other.

That night, Zhou Wei came to the store to check on the spot to find the source of the conflict.

Early the next morning, Zhou Wei asked the two parties to come to the store, and handed the "fighting cost accounting sheet" prepared by the police station to the two of them, explaining the legal responsibility for the fight.

Under the mediation of Zhou Wei, Lao Ding and Xiao Chen shook hands and made peace, and agreed to demarcate the business at the center of the wall.

Such disputes are not uncommon on Hanzheng Street, known as "the first street in the world".

This is the largest clothing wholesale market in Hubei, "a model of internal revitalization".

The area under the jurisdiction of Sanshu Police Station is the core area of Hanzheng Street. There are more than 8,000 merchants on a land area of 0.5 square kilometers.

"Foreign businessmen are not accustomed to the soil and conditions, and it is easy to have some conflicts due to cultural differences. It is easy to argue when there are too many merchants. Most of them are trivial matters: the sales of my family's products are good, and the next door sells them; when I buy something that is not good, the merchants do not I am willing to retire. All these things have not violated social order." Liu Qinghao, director of the Sanshu police station, said.

In Liu Qinghao's view, these things "can be pushed, but not pushed".

"Many large cases and extreme cases are often caused by small disputes. To maintain the stability of one party, we must resolve all these small conflicts and attach them to the police station, which to a certain extent also serves the business environment." Liu Qinghao said.

In order to optimize the business environment in an all-round way, Sanshu Police Station has formulated the rules for the investigation and resolution of conflicts and disputes based on the actual situation and the requirements of the "Find, Block and Prevent" action deployed and carried out by the Wuhan Public Security Bureau.

The norm has formulated in detail the process of resolving conflicts and disputes such as consumer contracts, physical conflicts, neighborhood trivia, family conflicts, drinking and troubles, etc., and made a "pocket book" issued to the community police to guide the police to handle the whole process in a standardized manner. and quantitative assessment.

The norms are clear, and the police should resolve the conflicts and disputes of the masses at the source to the greatest extent, and eliminate them in the bud. It should be expanded from the past "one adjustment to the end" to "one adjustment to the end" to ensure that "things are settled" and "situations are continued". Target.

Wang Bingxi, an old comrade with rich work experience and good at doing mass work, is a policeman in Sanshu police station specially responsible for mediation work.

"We implement a first-responsibility system. Any conflict will be received, no matter whether it is our responsibility or not. As long as others enter the police station gate, they must 'bring their anger and go peacefully'," he said.

To resolve conflicts and disputes, there is enthusiasm and more methods.

Sanshu Police Station has worked out a complete set of dispute resolution mechanism: community police will resolve conflicts after discovering conflicts within their jurisdiction; if community police go out on duty, the mediation police will receive the people who come to call the police or handle 110 police information.

If the mediation is indeed difficult and requires the participation of social forces, the community police will take advantage of their familiarity and organize the market, the community, and the property management company to mediate together.

After years of careful management, "go and settle at the police station" has become the first choice for merchants and residents in Sanshu police station when they encounter disputes.

"Everyone thinks that the police station is a place to solve problems, and it is also a place to solve problems." Wang Bingxi said.

Not long ago, a 70-year-old scavenger took the elevator to the elevator and was slapped by a drunk old man.

The old lady was angry and came to the police station to call the police.

Wang Bingxi followed the surveillance and knocked on the door from door to door, and finally found the old man and took him back to the house.

The old man did not admit to hitting people at first.

After Wang Bingxi's persuasion, the old man sincerely apologized to the old lady on the spot and offered to compensate 300 yuan.

For disputes like this, Wang Bingxi mediates more than 200 cases every year. "When conflicts come, we will first teach the Fa, then reason, and finally use affection, and sometimes we will give money ourselves."

Sometimes, it doesn't go so well.

"It is difficult for both parties to reach an agreement on compensation, and the gap is too wide, so we will guide them to go through normal judicial procedures." Wang Bingxi said.

In the Sanshu police station, conflicts and disputes generally do not stay overnight.

"As soon as we go to work every day, we will review what happened the previous day and discuss some intractable diseases to prevent minor conflicts from escalating into major cases." Liu Qinghao said.

It is reported that since Wuhan Public Security launched the "Lightning Fire 2022" special operation, Sanshu Police Station has mobilized all police officers to conduct in-depth investigations. This year, nearly 200 disputes of various types have been resolved, and 12 pennants and more than 20 letters of thanks have been received.

Resolving conflicts and disputes in a timely manner—maintaining market harmony and stability—attracting more merchants to invest, Liu Qinghao said, this is the working idea of Sanshu Police Station.
