China News Service, Hainan, Wenchang, May 11 (Ling Nan) Lush ancient trees, clean village roads, streams surrounding the village, neat Qiongbei dwellings... In early summer, I walked in Changsa Town, Wenchang City, Hainan Province, an old revolutionary area. Baitu Village has a panoramic view of beautiful rural pictures, as if you are in a large garden.

The tidal flat five or six kilometers north of Baitu Village was the second point where the PLA Pioneer Camp crossed the sea and landed in Hainan.

Baitu Village is close to the coastline, and the village is filled with white sandy soil, resulting in poor crop yields. In addition, the remoteness and inconvenient transportation make the village once poor and backward.

"It used to be a sandy road, so I couldn't drive a car." Xing Yiqian, a villager in Baitu Village, said that now the village has changed dramatically, and the coastal tourist road passes by the village.

Compared with before, the living standards of the villagers have improved a lot, and his family has purchased three cars.

In Baitu Village, the houses of the villagers are of strong Qiongbei style, neat and beautiful.

Fifteen rows of houses, each row of doors facing each other reflects the villagers' harmonious relationship with neighbors and simple nostalgia.

The whole village is like a big garden, with every step of the way.

Xing Fuwang, secretary of the party branch of Baitu Village, introduced that over the past decade, the village has adopted a series of measures, such as the unified management of land by the village collective, the establishment of a democratic consultation committee for village affairs, the construction of beautiful villages, the reform of the land system, and the development of the collective economy. Huge changes have taken place.

Xing Fuwang said that the difference between Baitu Village and other villages is that the village's land is owned by the collective and managed by the village collective.

The three villager groups under it implement financial co-management and integrate financial, material and human resources to jointly support the construction of the village.

This makes rural governance more efficient.

It is understood that since 2010, Wenchang City has developed and constructed the Yueliangwan area, expropriating more than 2,000 mu of land in Baitu Village.

The village distributes 70% of the land acquisition funds to the villagers, and the village collective reserves 30% of the land acquisition funds as development reserves.

Xing Fuwang said that on the one hand, the villagers have actively developed their industries after receiving the land acquisition funds, raising livestock such as black goats, small cattle, Wenchang chickens, and planting crops such as watermelons and peppers.

By expanding the scale, the villagers' income has grown steadily.

Every household has a big house and a small car.

On the other hand, Baitu Village started the construction of beautiful villages to improve the appearance, develop the village collective economy and strengthen the village-level financial resources.

Whether the rural living environment is good or not is related to the quality of life of the villagers.

In 2014, Baitu Village started the construction of beautiful villages.

Adopt the fund-raising model of "collecting a little, villagers raising a little, and mobilizing people who go out to donate a little", and implement the "hardening, greening, lighting, beautification, and purification" project, and accumulatively raised more than 15 million yuan to build roads around the village, install Street lights, landscaping, etc.

Xing Fuwang introduced that in 2017, Baitu Village implemented the "village collective + company" operation model, and invested the reserved funds in the village collective land acquisition compensation to create a coconut grove garden, with a total investment of 2.1 million yuan to plant 1,300 mu of coconut trees.

According to estimates, after the coconut trees are all mature and bear fruit, it is expected to bring 3 million yuan of income to the village collective every year.

In recent years, Baitu Village has also been quite effective in the reform of the rural land system.

By replacing and integrating 5 pieces of construction land of 25 mu, which were originally scattered and useless in the village, Baitu Village took the lead in realizing the off-site adjustment of collective commercial construction land into the market in the province, benefiting 15 million yuan.

By entering collective land into the market, introducing enterprises to build health care hotel projects, promoting the integration of urban and rural elements, giving full play to the value of rural land resources, releasing reform dividends, and promoting the optimization and upgrading of the village’s environment and economic development.

The more than 70 acres of watermelons planted by Xing Xingxing, a villager in Baitu Village, have recently ushered in a bumper harvest.

He introduced that the purchase price of watermelon fields on that day was 3.7 yuan per kilogram, which was higher than in previous years. It is expected that the income per mu may reach 8,000 yuan.

In Baitu Village, like Xing Xingxing, there are not a few villagers who actively seek development. The per capita annual income of the villagers has reached more than 20,000 yuan, and the days are getting better and better.
