The "Notice" stated that educational mobile applications are divided into two types: subject training (primary and secondary school subjects) and non-subject training (non-primary and secondary school subjects).

The provider of subject training education mobile applications must be a non-profit legal person that has obtained a school-running license from the provincial education administrative department, is registered with the civil affairs department and legally established, and is engaged in subject training at the stage of online compulsory education.
Educational mobile applications must not provide a platform (or functionality) for unlicensed institutions (or individuals) to conduct subject-based training.
Educational mobile applications shall not provide and disseminate functions such as "photo search questions" that inert the thinking ability of primary and secondary school students, affect students' independent thinking, and violate the laws of education and teaching.
The "Notice" pointed out that educational mobile application providers submit filing applications through the National Education Mobile Internet Application Filing Management Platform as required, and the Municipal Education Commission shall review and report to the Ministry of Education for review and filing in accordance with the Ministry of Education's "Educational Mobile Internet Application Filing Management Measures" .
At the same time, education mobile application providers shall establish and improve the information content review and management mechanism, establish and improve management measures such as account management and emergency response, and deploy professionals commensurate with the scale of services to provide business services and technical support; formulate and publish management rules and regulations. Platform convention, sign service agreements with registered users; consciously accept social supervision, set up eye-catching and convenient consultation and complaint portals, improve acceptance, disposal, feedback and other mechanisms, and handle user demands in a timely manner.
