  Li Jiachao, originally from Panyu, Guangdong, was born in a grass-roots family in Hong Kong in December 1957. He studied at the Wuyi Chamber of Commerce and Industry School in Sham Shui Po in primary school, and studied at Wah Yan College in Kowloon in secondary school with excellent grades.

  In 1977, Li Jiachao joined the Hong Kong Police Force as a trainee inspector.

During his 30-year career in the police force, he successively served as Chief Superintendent, Assistant Commissioner of Police, Senior Assistant Commissioner of Police, and Deputy Commissioner of Police (Management).

Under his leadership, the Hong Kong police have cracked a number of blockbuster cases.

  In September 2012, Li Jiachao was appointed Deputy Chief of Security, ending his career in the police force.

In July 2017, Li Jiachao was appointed director of the Security Bureau by the State Council.

In June 2021, Li Jiachao was appointed by the State Council as the Chief Secretary for Administration of the Hong Kong SAR Government.
