1. Continue to adhere to the "first place" control measures
All localities should further strengthen the leadership of the main responsible comrades of the party and government in the prevention and control of the epidemic, continue to strictly implement the comprehensive management measures of "landing nucleic acid + point-to-point transfer + precise coding + isolation management" for the first place of key personnel, so as to prevent the epidemic quickly and strictly. enter.
2. Continue to strengthen the control measures for key groups of people and key places
All localities should further strengthen the responsibility of industry supervisors, the main responsibility of enterprises, and the responsibility of the grassroots, comprehensively strengthen the prevention and control of key industries, key institutions (places), and key personnel, increase the frequency of encrypted nucleic acid testing, and resolutely block various risk loopholes.
3. Adjust and optimize personnel management and control measures inside and outside the province
(1) Those who entered and returned to Jin from outside the province
1. All people who enter and return to Jin from outside the province must hold a negative nucleic acid test certificate within 48 hours.
2. Red codes will be given to those who have traveled and lived in high-risk areas and key epidemic areas (dynamically adjusted according to research and judgment) within 14 days, and will be managed and controlled at the "first place", point-to-point pick up and return, and implement "14+7" concentration Isolated medical observation.
At the same time, it is necessary to go back 7 days from the date when the local risk level is adjusted for investigation.
3. Those who have reported cases within 14 days but have not adjusted the risk level of their travel history in cities and cities will be given a yellow code, the "first place" management and control, point-to-point pick-up and return, and the implementation of "7+5" isolation at home or health station Medical observation.
At the same time, it is necessary to go back 7 days from the date of local reporting of the case for investigation.
4. For those who entered and returned to Jin in other non-epidemic areas, "nucleic acid sampling + antigen test" should be carried out at the first place.
If the antigen test is negative, you can pick it up and go after it immediately, no point-to-point pick-up and return, and wait at home or at the place of residence until the nucleic acid test result comes out. If the nucleic acid test result is negative, you can move around under the premise of personal protection to avoid gathering. , and carry out 2 nucleic acid tests at an interval of 24 hours after landing ("three tests in three days"). Those who fail to test on time will be assigned a yellow code, and they will decode and transcode after completing the test as required.
If the antigen test is positive, immediately point-to-point transfer to the centralized isolation hotel, carry out 2 nucleic acid tests at an interval of 24 hours, and release the isolation after all test results are negative.
5. For cases that intersect with cases during the sojourn (transit), they should be assigned codes in time, quickly checked, and classified and controlled.

(2) Encourage cities to explore the construction of convenient nucleic acid testing points in accordance with the principle of "government investment, social participation, and cooperation of the whole people", and conduct normalized nucleic acid testing according to the number of population.
(3) Accelerate the development and construction of systems such as nucleic acid result information push and sharing, real-name system applications, and entry and return personnel reporting apps, so as to break through information blocking points and provide data support for scientific and precise epidemic prevention and control.
