In order to further clarify the relevant work requirements, the bureau studied and formulated the "Guidelines for the Catering Industry During the Suspension of Dine-in Service" (referred to as the "Work Guidelines"), requiring catering enterprises to implement epidemic prevention measures and not to provide dining facilities such as tables and chairs outside the store. More Kuaishou dishes, semi-finished products, etc. suitable for take-out, take-out, and delivery.

Encourage the development of delivery services, and include takeaway riders and delivery personnel in areas such as service closure and control areas, control areas, and temporary control areas into the "whitelist" management to ensure the guarantee of life services in the closure and control areas.

  During the "May 1st" holiday, Beijing's catering industry implemented the requirements of "suspending dine-in and switching to take-out services", relying on online ordering, take-out delivery, and self-pickup at stores, etc., to go all out to protect the lives of citizens during the festival.

The Beijing Municipal Bureau of Commerce stated that by expanding the force of take-out, guiding enterprises to increase the supply of pre-made dishes, launching self-pick-up discounts, taking root in community services, and developing brand-owned malls, the catering consumption market has been running smoothly.

On the whole, most catering companies strictly abide by the requirements of dine-in suspension, but there are still gatherings outside the stores in some areas.

  According to the Beijing Municipal Bureau of Commerce, at present, dining together is still the main risk for the spread of the epidemic.

Starting today, the measures of suspending dine-in and switching to take-out services will continue. In order to further clarify the relevant work requirements, the "Guidelines for the Work of the Catering Industry During the Suspension of Dine-in Service" (hereinafter referred to as the "Work Guidelines") have been researched and formulated to adhere to the "epidemic prevention". The principle of "priority, combination of delivery and delivery, high quality and stable price" aims to prevent the risk of epidemic spread caused by dining together. It is applicable to Beijing social catering enterprises and their stores, and third-party platforms for online catering services. There are 10 items in total:

  1. Implement epidemic prevention measures.

Catering service units strictly implement their main responsibilities, suspend business activities such as dine-in and outdoor food stalls, and are not allowed to provide dining facilities such as tables and chairs outside the store, and persuade and guide customers not to gather in the "three guarantees" area in front of the door.

Implement measures such as "1-meter noodles", temperature measurement, code verification, nucleic acid inspection and other measures as required, and do a good job in employee health monitoring.

  2. Strengthen safety management.

Strictly implement the relevant requirements of the "Food Safety Law", do a good job in daily disinfection of restaurants, strengthen epidemic prevention and control in the procurement, disinfection, storage, and use of imported cold chain food, standardize processing procedures, and ensure food safety.

Takeaway distribution companies regularly disinfect distribution boxes every day, strengthen the safety supervision of electric vehicles, and ensure safe charging and driving.

  3. Adjust the structure of the dishes.

Guide catering companies to launch more Kuaishou dishes and semi-finished products suitable for take-out, take-out, and delivery, and conduct sales of ingredients as appropriate, so as not to reduce the quantity or increase the price.

Encourage central kitchens, catering enterprises, convenience stores, supermarkets, and vegetable markets to give full play to their respective advantages and increase the production of pre-made vegetables, so that citizens can make them at home.

The packaging of the dishes is simple, safe, and well-sealed. Use the seals or disposable outer packaging bags that cannot be restored after opening.

  4. Carry out delivery service.

Catering companies do a good job in surrounding community marketing, build a supply and demand docking platform, deploy store personnel to deliver meals to residents and employees in surrounding communities, and deliver guaranteed supply packages for epidemic prevention sites.

Give full play to the role of collection and distribution enterprises to ensure the protection of collective dining personnel in parks and construction sites.

Strengthen the health management of food delivery personnel and prevent epidemic-related operations.

  5. Improve the delivery capability.

Strengthen the training of catering store personnel, process online orders in a timely manner, and provide guidelines for the movement of food pickup.

The takeaway platform will coordinate the deployment of personnel, increase the number of riders, and set up fixed pick-up points in communities where conditions permit to achieve contactless delivery. In principle, priority will be given to ensuring the needs of key groups such as residents in the closed and controlled areas, the elderly, and the disabled.

Encourage catering, express delivery, retail and other enterprises to "share employees" to enrich the distribution force.

  6. Advocate pick up at the store.

Citizens are encouraged to place orders in advance, make reservations to order meals, spend off-peak through phone calls, official accounts, small programs, etc., and go to the store to pick up and take home for meals.

On the premise of not affecting the food safety and the order of the city appearance and environment, rely on the store to set up reasonable meal pick-up points.

Customers should wear masks and keep a safe distance of more than 1 meter during the meal collection period. Avoid direct contact when ordering, delivering, and checking out, so as not to get together or gather.

If you really need to enter the store to pick up meals, cooperate with the implementation of various epidemic prevention requirements.

  7. Advocate "home cooking".

Encourage citizens to order raw materials, semi-finished products, pre-made dishes, etc. through various online and offline channels, cook dishes for the whole family, enjoy the harmony and warmth of "the whole family goes to battle, everyone shows their hands, and cooks a table of meals together", creating a safe and warm living atmosphere .

  8. Strengthen inspection and law enforcement.

Relevant law enforcement departments have stepped up law enforcement and inspections, urged catering companies to implement their main responsibilities, and promptly advised some citizens to eat together outside restaurants, scenic spots, stadiums, parks and other areas.

  9. Optimize service guarantee.

Include takeaway riders and delivery personnel in areas such as service closure and control areas, control areas, and temporary control areas into the "whitelist" management to ensure the guarantee of life services in the closure and control areas.

Do a good job in nucleic acid screening of "people, objects, and environment", and conduct free nucleic acid and antigen tests for employees in catering and takeaway companies in accordance with relevant policy requirements.

Each inspection point provides priority inspection services for takeaway delivery personnel, so as to achieve "first pick, fast delivery, and fast inspection".

  10. Strengthen publicity and guidance.

Give full play to the media, associations, enterprises and other parties to publicize epidemic prevention knowledge such as not having meals together.

Catering companies and takeaway platforms promise to “do not close the service even though dine-in is canceled”, actively respond to citizens’ demands, and patiently explain problems such as the concentration of meals during peak hours, large orders, and untimely delivery of meals.

Citizens fulfill their personal protection responsibilities, firmly establish the concept of "no gatherings" and "no gatherings", and work together to block the risk of spreading the epidemic when dining together.
