Ireland has had a painful experience of this.
The government had announced that it could welcome 100,000 refugees, but with 25,000 arrivals to date, the country's capacities are already almost at saturation point.
In a few days, thousands of Ukrainians could therefore find themselves without accommodation.
However, there is no question of limiting arrivals, according to the government.
All solutions are being studied to find places, from the requisition of tourist accommodation, to financial assistance for host families.
Sometimes a little messy.
In an emergency, it is the Ukrainian refugees who have to deal with the flaws in the system.
This is the reportage in Dublin by Laura Touachanov.

Promote volunteering, social action in society
Values that are not necessarily self-evident.
In Lithuania, schools have therefore chosen to promote them, and even to make them compulsory.
Starting from middle school, Lithuanian students must perform social hours.
These hours count in the school report for the year.
They are also a complement to the civic education course which is only taught from high school.
They can even give extra points for getting a state-funded place at university.
In the upcoming education reforms, volunteering will also be taken into account in the secondary school leaving examination.

No to the transfer of personal data
And it is for the moment only an agreement in principle between Brussels and Washington for the transfer of personal data, but which comes at a time such that many digital players have spoken of blackmail.
