  Carrie Lam said that Hong Kong pursues a capitalist economy, with the public sector accounting for only a quarter of the overall economy. To better protect labor rights and interests, the SAR government must take the initiative to formulate feasible policy measures and necessary legislation.

  She believes that the current SAR government has handed over a splendid report on labor rights, including the implementation of 5-day statutory paternity leave from January 2019; the extension of statutory maternity leave from 10 weeks to 14 weeks from December 2020 Zhou; and the launch of the "Hong Kong Annuity Plan" in mid-2018, etc.

  She pointed out that it is only two months before the end of the term of the current SAR government, but the work to support labor has continued unabated, including processing applications under the "Temporary Unemployment Support" plan and the "2022 Employment Support" plan, and striving for the Legislative Council's approval in June 2022.
