According to news from the Shanghai market supervision department on the 29th, the Yangpu District Market Supervision Bureau received a report on April 22 that the guaranteed supply material "Fulinmen Snowland Fresh Rice Pearl Rice" distributed by the street on the same day was mildewed and deteriorated.

According to investigation, the supplier of this batch of guaranteed supplies "Fulinmen Snowland Fresh Rice Pearl Rice" is Shanghai Yonghui Yangpu Supermarket Co., Ltd.

The sensory test of part of the "Fulinmen Snowland Fresh Rice Pearl Rice" produced by the nominal manufacturer "COFCO Rice (Chaohu) Co., Ltd." has been mildewed and deteriorated.

According to Yonghui Supermarket's statement, due to improper storage during transportation, the rice was exposed to rain and damp, and has been returned and replaced to residents.

On the 24th, the Yangpu District Market Supervision Bureau opened an investigation into the party's suspected operation of moldy and spoiled food, and sampled the food involved for inspection.

The source of the batch of suspected spoiled rice was further verified.

Recently, Shanghai regulatory authorities have received a number of complaints from residents, reflecting that during the current round of the epidemic, there were problems with the rice distributed, involving mold, false shelf life, and no production date.

The market supervision department launched an investigation at the first time.

On the 29th, the Shanghai Municipal Bureau of Market Supervision focused on the investigation and handling of a number of illegal cases of "problem rice".

Tao Ailian, a second-level inspector of the Shanghai Municipal Bureau of Market Supervision, said that in recent supervision, including complaints and reports received, it was indeed found that some of the guaranteed supply materials distributed free of charge, mainly fresh food, had quality problems.

For such illegal acts during the epidemic prevention and control period, Shanghai's market supervision department has always adhered to the principle of "strictness and swiftness".

In fact, while fighting against the epidemic, Shanghai has taken various measures to ensure stable market prices and ensure the safety of the people's "vegetable baskets" and "rice bags".

On March 25 this year, Shanghai issued the "Guiding Opinions on Determining Illegal Behaviors of Price Gouging During the Epidemic Prevention and Control Period", which clearly stipulated the specific circumstances, scope of application, standards for determination of increase and the range of administrative penalties for illegal acts of price gouging. During the period of epidemic prevention and control, it provides a guarantee for maintaining the stability of the market prices of basic livelihood commodities, epidemic prevention supplies and raw and auxiliary materials related to these two types of commodities.

Despite this, there are still a few unscrupulous operators who use the epidemic to drive up the prices of people's livelihood commodities, epidemic prevention supplies and related raw and auxiliary materials for these two types of commodities, seriously disrupting the price order of the relevant market, harming the legitimate rights and interests of consumers, and even causing panic. Endangering the basic life of the people and causing widespread concern in the society.

For example, the price difference between the purchase and sale of Chinese cabbage sold by some people is 113.6%. Some supermarkets increase the delivery fee from 15 yuan (RMB, the same below) to 188 yuan. Some people purchase pork for residents to make a profit of 4 million yuan, and some riders give Citizens buy 270 yuan of materials and start 900 yuan to run errands...

In this regard, the Shanghai Administration for Market Regulation severely cracked down, severely investigated and dealt with it, resolutely curbed it, and never softened.

In the past few days, it has successively announced a number of typical cases in which operators were punished for price gouging during the epidemic prevention and control period. At the same time, they warned operators, especially those who used community group purchases to make "epidemic wealth", to take the opportunity to drive up prices during the special period of epidemic prevention and control. will be severely punished.

For these suspected illegal and criminal acts, the Shanghai judicial authorities have adopted zero-tolerance "thunder tactics" in accordance with the law, and the relevant criminal suspects have been subject to criminal coercive measures by the public security authorities.

Shu Qing, deputy mayor of Shanghai and director of the Shanghai Public Security Bureau, said on the 29th that since the epidemic, the police have "zero tolerance" to crack down on group buying fraud, price gouging, and counterfeiting and selling. 700 cases, nearly 600 people were punished administratively, and nearly 100 people were taken criminal compulsory measures.

At the same time, a number of cadres in Shanghai have been held accountable and dealt with by the Disciplinary and Supervision Commission for their dereliction of duty and inaction in the procurement and distribution of guaranteed supplies.

Legal experts said that Shanghai is currently in a critical period of epidemic prevention and control. The stable supply and price of people's livelihood commodities and epidemic prevention supplies is related to the basic life of the people, and it is more related to social stability and people's solidarity.

We should give full play to the self-regulating role of the market, ensure the safety and smoothness of the material supply chain, standardize the business behavior of market entities, and build a solid bottom line for food safety with efficient and sensitive supervision.
