  In recent years, relevant provinces have actively explored and strengthened the construction of grass-roots flood control emergency response capabilities, which have played a very good role in preventing and responding to rainstorm and flood disasters.

Zhejiang Province has carried out the standardization construction of the grass-roots flood control and typhoon prevention system, and made great efforts to promote the standardization of the grass-roots organization responsibility network, risk prevention and control network, emergency rescue network, post-disaster recovery network, and operation guarantee network.

Guizhou Province has established a "call-response" mechanism in which the meteorological department will call and directly notify the relevant responsible persons at the county, township (street), and village (community) levels when heavy rainfall is forecast to ensure real-time reminders at critical moments.

Jiangxi Province clearly requires that there are no less than 30 emergency rescue and rescue teams in townships (streets) and no less than 10 emergency rescue teams in villages (communities).
