The pilot work will adhere to the tenet of "serving policy publicity, serving emergency management, serving social governance, and serving the grassroots", adopting the idea of "one platform, multi-level access, multiple channels, and comprehensive coverage", and in accordance with "wartime emergency, It fully integrates the existing multiple channels, platforms and terminals, improves the comprehensive coverage of emergency broadcast signals, and realizes the release of early warning information with national platforms, provincial platforms, district and county platforms, public security, emergency and other municipal-level warning information. Through the interconnection of the platform, we will strive to create an emergency broadcasting "Shandong model" of "all media, all platforms, all-weather, and full coverage" within three years, and provide reference experience for the construction, operation and management of urban emergency broadcasting systems.
