On April 8, Gao, an anti-epidemic staff member of a hospital in Mudanjiang City, was entrusted by his friend Sun to take advantage of his position to drive Sun into the Aimin District, knowing that Aimin District was strictly controlled for epidemic prevention and control, and to carry out epidemic prevention work. Personnel entered the closed management community to do personal affairs, and left the Aimin District afterwards.
Gao and Sun refused to implement the prevention and control measures proposed by the people's government at or above the county level and the disease prevention and control agency in accordance with the Law on the Prevention and Control of Infectious Diseases, causing serious danger of the spread of the epidemic.
On April 13, Gao and Sun were investigated by the Yangming Branch of Mudanjiang Public Security Bureau on suspicion of obstructing the prevention and treatment of infectious diseases.
On April 12, in accordance with the relevant requirements for community closure management issued by Aimin District, Mudanjiang City, the staff of the Aimin District Market Supervision and Administration Bureau implemented the closure and control work on the nearby stores. When the store was closed and controlled, Lu refused to cooperate. and hinder the control work.
According to Article 50 of the "Public Security Administration Punishment Law of the People's Republic of China", the Aimin Branch of Mudanjiang Public Security Bureau decided to give Lu a 10-day administrative detention.
