Recently, Wang Linlin, who lives in Shanghai's Huangpu District, often waits for these two time points, which are the time for the fresh food platform to put food.

Stocking up, grabbing vegetables, and group buying daily necessities have become the daily routine of many Shanghainese in recent times.

After the outbreak of the epidemic, Shanghai implemented global static management.

How to protect the "vegetable baskets" and "rice bags" of Shanghai citizens has become more prominent and important.

In Shanghai, a "people's livelihood defense war" was launched.

On April 12, at the Yuanhua Supermarket on Yuyuan Road, Shanghai, the staff transported the prepared vegetables to the surrounding communities.

It is difficult to buy food, where is the difficulty?

On March 28, Shanghai implemented nucleic acid screening in batches with the Huangpu River as the boundary.

The Puxi area where Wang Linlin is located is the second batch of sealed areas.

Prior to this, their community had been closed due to confirmed cases.

She started working from home at that time, and it has been nearly a month since then.

During this time, in addition to work, grabbing food has become a very important task for her.

"I was very nervous for a while. I woke up once at 4 in the morning, and woke up again at 5 when I was about to grab the food. I grabbed the food at 6, and then went to bed. I woke up again at 7, grabbed the food, and then went to bed at 8. Get up more," she said.

At present, Shanghai is in the stage of "encircling the epidemic", and epidemic prevention and control strategies and measures are playing an important role.

At the same time, it is still urgent to do a good job of supplying living materials for 25 million citizens.

"There are indeed some difficulties in ensuring the supply of living materials. For example, the cross-provincial logistics is not smooth enough due to the impact of the epidemic, and the terminal capacity is insufficient, resulting in untimely delivery." Liu Min, deputy director of the Shanghai Municipal Commission of Commerce, confessed.

Where is the difficulty in guaranteeing the supply of living materials?

Chen Tong, deputy mayor of Shanghai and head of the special class for the protection of living materials of the city's epidemic prevention and control leading group, said that due to epidemic prevention and control, in the context of the fact that supermarkets and vegetable markets are still unable to operate normally, the end distribution capacity of e-commerce platforms has also dropped significantly. , resulting in the prominent contradiction between the "last mile" and "the last 100 meters", and "the phenomenon that it is difficult for living materials to reach the door".

He pointed out that with the joint efforts of various supply guarantee agencies, Shanghai's rice, flour, grain, oil and meat storage reserves are relatively sufficient.

At the same time, it has also locked in enough sources of vegetables, pork and other goods outside the city, which can be dispatched to Shanghai at any time.

"Citizens report that it is difficult to grab food and cannot deliver it, mainly because the terminal distribution is under greater pressure." Gu Jun, director of the Shanghai Municipal Commission of Commerce, also mentioned.

How to get through the "last mile"?

The "last mile" and "last 100 meters" are very important, how to get through?

In the case that the nodes, outlets, personnel, and transportation capacity that guarantee the supply need to be further restored, the method of collecting, distributing and sending has become the current optimal solution.

During the epidemic prevention and control period, community group purchases played an active role in solving the "last 100 meters" of supply guarantees. "My group leader, my group" has recently become a hot word.

"Our community is relatively united. Residents contact their own channels and negotiate with the neighborhood committee to go to group shopping. For example, two days ago, our building group was a group that residents found fruit channels and opened a temporary group. Everyone reported how much fruit they needed, head of the group. Just collect statistics and report to suppliers," said Lin Qing, who lives in Changning District, Shanghai.

She said that under normal circumstances, the head of the group is voluntarily assumed by the residents, and the head of the group communicates with the suppliers about the scale of materials.

The materials for group purchase are usually delivered to the gate of the community by the supplier, and the community volunteers will kill them and transport them to the downstairs.

On April 11, Shanghai implemented differentiated prevention and control by division and classification.

Liu Min said on the 12th that the guarantee of living materials for residents in the closed and controlled areas is mainly based on collection and distribution, and supply guarantee packages.

Connect with the community through supermarket stores and e-commerce platforms, collect residents' consumption needs, and organize the supply of main and non-staple foods, daily necessities and other packages.

For communities that have been closed and controlled for a long time, municipal state-owned enterprises such as Bailian Group and Guangming Group are fully guaranteed.

Recently, JD.com, Ele.me, Meituan, RT-Mart, Cainiao and many other Internet companies have also added special areas for supply guarantees during the epidemic to enhance their offline distribution capabilities.

How to deliver to each household?

In the "last mile" of protecting people's livelihood, in addition to neighborhood committees, property management committees, business committees, supermarkets, couriers, and "group leaders", there are also volunteers—they are an important part of delivering supplies to residents.

"Volunteers work hard, and they have to transport a lot of things every day." Lin Qing said with emotion.

Chen Qi and David are volunteers in a community in Putuo District, Shanghai. They are mainly responsible for the part of the community that lacks manpower, such as cooperating with the distribution of antigen reagents, maintaining nucleic acid order, and distributing materials.

Different from other communities, their community is a kind of residential community, there is no neighborhood committee and homeowner's committee.

The property has invested all the manpower that can be deployed to maintain the normal operation of the community, but for a community with a population of more than 2,000, it is still insufficient.

Voluntary behavior becomes the voluntary behavior of the owners.

In order to ensure the safety and reliability of group shopping funds, volunteers need to coordinate and cooperate with the property and the "group leader".

David said that they have explored a model to pull all the "group leaders" into the volunteer group, and they will report to the property for group purchase funds, and ensure that the business licenses and operating permits of group purchase merchants are verified.

When the materials are distributed, the head of the delegation and the volunteers are also connected.

David said they insisted that safety be the number one priority when doing volunteer work.

In their opinion, "Only when our first step is safe, what we do is safe." When distributing supplies, they basically "killed everything", and asked everyone to wear gloves and hand hands Contactless delivery after sterilization.

If the other person is at home, the volunteer will step back, put the item at the door, and let the other person bring it into the house.

For some elderly people, volunteers will help to put them indoors, but do not enter the door.

Chen Qi said that after this period of time, the group buying in their community has become more and more orderly, each building has a self-service sharing document, and the rules of the entire volunteer service are also being refined step by step.

What other difficulties are there?

On April 12, the first batch of residents of the prevention zone in Shanghai walked out of the community.

However, residents in the closed and controlled areas are still unable to go out, and the task of protecting people's livelihood cannot be relaxed.

At the same time, some difficulties need to be solved urgently.

For example, how to better protect the lives of special groups such as the elderly, women and children, and the disabled under the epidemic has attracted much attention.

Lin Qing revealed that for the elderly living alone or living alone, they are mainly neighbors helping each other.

"The neighborhood committee asked everyone in the group if people on the same floor were willing to help. Some elderly people's children would buy things for them in the group buying group, and some good neighbors took the initiative to put things at the door of the elderly."

As the epidemic prevention and control time is prolonged, the community's demand for protective materials is also increasing.

David said the size of their volunteer team is limited to about 15 people, 2 to 3 per building.

Not because there are enough people or strong capabilities, but because there are limited protective materials.

Before, the community property saved some protective materials for volunteers, but the consumption continued.

"When we go out and take apart Dabai's clothes, we will fully communicate, for fear of wasting one piece." He revealed that the residents of the community are contacting channels to organize donations. So far, nearly 200 sets of protective clothing and more than 1,000 N95 masks, Protective gloves and some disinfectants.

In addition, due to the prominent contradictions in the "last mile", the pressure is also greater.

Recently, a community secretary in Shanghai described in his resignation letter the various "unknown" and "difficult to do" he encountered, and he became an "Internet celebrity" overnight.

"We have also encountered residents' incomprehension, complaining, and even scolding, and it's hard work." David had a similar experience. He observed that everyone's mood was not stable under the epidemic.

The information on the Internet is mixed and affects many people.

Some are either too nervous, complain often, and transmit negative emotions.

Some are either reckless, often chatting in groups of three or five, walking the dog in private, and so on.

In Chen Qi's view, the epidemic has indeed affected people's lives, but he believes that from the perspective of basic people's livelihood, it is not as nervous as what is said on the Internet.

From the group purchases, he can clearly feel the changes in everyone's needs.

"From the most basic rice, noodles, grains and oils, to specific brands of beer, beverages, and milk, everyone's offerings are getting richer and richer."

"The epidemic is always going to pass, so many rescue teams came here, so many forces built so many cabins, isn't it just to let everyone return to life one day sooner? Everyone takes care of their own small family, and they have spare energy. It is very important to help others," Chen Qi said.
