Liu Youbin introduced that from the typical cases of public exposure, it reflects that there are some noteworthy problems in some carbon market technical service agencies.
First, the awareness of laws and regulations is weak.
Some consulting and testing institutions are driven by their interests to take risks, and use fraudulent means to help companies tamper with carbon emission data, which seriously interferes with the normal order of the carbon market.
Second, the management system is not perfect.
Some technical service agencies lack quality control systems, project management is chaotic, and work compliance and data authenticity are difficult to guarantee.
The third is the failure to implement work responsibilities.
In order to reduce costs, some verification agencies subcontract verification services layer by layer.
Some verification agencies only consult the ready-made data and materials provided by the enterprise, but do not verify the authenticity, completeness and accuracy of the data files.
Liu Youbin introduced that the Ministry of Ecology and Environment has handed over the problems found in the special supervision and assistance of carbon emissions and related case files to the provincial ecological environment departments to guide all localities to handle and punish according to laws and regulations.
