  The second draft of the draft consists of 6 chapters and 73 articles, including general provisions, leasing and leasing, leasing operations and services, cultivation and development and supervision and management, legal responsibilities and supplementary provisions.

Encourage the construction of rental housing in new commercial housing projects

  The second review draft of the draft includes the contents of “living where you live, housing housing and not speculating, renting and purchasing simultaneously, and job-housing balance”. Realize the firm determination of the people in the capital to live in and live in comfortably.

  In terms of ensuring the supply of rental housing, the second review draft of the draft proposes to encourage the construction of rental housing by adding new or using existing land, building rental housing in new commercial housing projects, converting non-residential housing stock into rental housing according to regulations, and building rental housing. Eligible idle houses are rented out and other methods to increase the supply of rental housing through multiple channels.

Banning illegal group rents

Prohibition of inducement to use housing rental loans

  The second review draft of the draft also strengthens the management of emerging housing leasing operations, strictly controls "rental loans", and stipulates that financial institutions should issue rental loans based on the recorded lease contract, the loan amount shall not exceed the total rent, and the loan term shall not exceed the lease contract period. The frequency of disbursing loans should match the frequency of rent payments by the lessee, and the loan should be credited to the lessee's account.

  In addition, housing leasing companies shall not induce tenants to use housing rental loans, or include rental loan-related content in housing rental contracts.

Strictly manage personal subletting of housing

  Regarding the rectification of "second landlords", the second review draft of the draft further highlights the orientation of strict management of individual subletting housing behavior, and stipulates that individual subletting houses should strictly abide by relevant regulations, and conduct business activities in accordance with the law. Housing leasing enterprises should be established.
