  Qi Yan'an, deputy director of the Shandong Provincial Department of Justice, said that the "Measures" have 23 articles, which further expand the scope of public data providers, clarifying state agencies, organizations authorized by laws and regulations to manage public affairs, and organizations with public service functions.
