I submitted it to the Minister of Science.

In the proposal, the report compiled by the Ministry of Education, Culture, Sports, Science and Technology's expert meeting last year, which states that the board of councilors is positioned as the highest institution of school corporations and is composed only of members outside the university, "considers the diversity and actual conditions of private schools. Instead, I have to say that it is inappropriate to approve it as a reform plan. "



In addition, for school corporations under the jurisdiction of the Minister of Education, Culture, Sports, Science and Technology, such as universities and junior colleges, decisions on important matters such as mergers and dissolutions require a resolution of the board of directors as well as a resolution of the board of councilors, depending on the size of the corporation. We are calling for strengthening the authority of the Board of Trustees.



It also prohibits the concurrent posts of directors and councilors, sets an upper limit on the appointment of councilors by the board, and requires new criminal penalties for special appointments and bribery.



After submitting the proposal, Tomohiro Yamamoto, chairman of the Ministry of Education, Culture, Sports, Science and Technology of the Liberal Democratic Party, said, "There was a strong response from Minister Suematsu that he would immediately make a bill based on the proposal."
