Yes, detainees received the “inflation allowance” of €100

In his speech on March 12 in Agen, the presidential candidate denounced, under the boos of his supporters, a “system out of breath”.

The “inflation indemnity” was voted by Parliament last November.

This tax-free bonus was paid automatically in December 2021 to employees, self-employed, retired, unemployed, recipients of social minima or scholarship students receiving less than €2,000 net monthly.

The controversy started with a press release from the penitentiary FO, the majority among prison guards, published on March 11, which denounces a “shocking and scandalous” measure.

According to the organization, “some detainees” received “the plump sum of €100”.

by the Ministry of Justice, which however specifies that “only a small number have benefited from it.

Two categories of detainees were affected by the “inflation allowance”.

Firstly, and as indicated in the press release from Force Ouvrière, prisoners in vocational training.

As the government website explained, “trainees in vocational training during the month of October 2021 will benefit from the allowance.

In this case, there is no difference in treatment between trainees and detained trainees.

"The State is indeed asking the regional councils to pay this inflation compensation of 100 € for people under the control of justice in training", confirms to

the Centre-Val-de-Loire region.

Secondly, there are prisoners who benefit from social minima.

In detention, allowances for disabled adults, the solidarity allowance for the elderly (ASPA) – the “minimum old age” – or the supplementary disability allowance (ASI) continue to be paid.

The National Old Age Insurance Fund (Cnav), which is responsible for paying some of these allowances, confirms this to us: “Detainees who are retired and who met the eligibility conditions for the premium necessarily received it.

On the other hand, the detained workers "did not benefit from this compensation", continues the Ministry of Justice.

“We regret that the prisoners who work do not fall under common law, which would have enabled them in particular to receive this bonus”, deplores the French section of the OIP (International Observatory of Prisons).

Working prisoners represent 28% of the prison population, according to the OIP.
