The smart government service is defined as a digital service that interacts with the analyzed data through technical systems and platforms, and innovation is one of the enabling tools for policies, business models and technologies, to address the challenges facing public sector institutions.

As for government development, from the traditional paper-based style (limited communication and electronic connectivity, limited time and capabilities to carry out tasks and communicate with customers), to e-government (supporting government services electronically through an interconnection through a unified network), it is considered a qualitative leap and a pillar for other stages of development, but it It does not promise measures of digital maturity sufficient, but rather small steps followed by larger steps, and qualitative leaps such as the application of interactive smart concepts (services provided through a mobile phone or interactive platforms, priority services that develop after setting transformation standards and prioritizing services, and covering customer requirements).

Digital government services are considered a qualitative leap (cloud services, integrated and multiple technical connectivity, smart and analytical services that depend on linking with other supportive technologies, and systems integration for common services), but it is not the end of it. Safe, purposeful, positive and connected digital.

The Emirates Strategy for Government Services 2021-2025 is considered one of the most important pillars of modern government strategies and directions, as it has set priorities, including: human-centered services, instilling trust between the government and society, enhancing the country’s competitiveness, ensuring sustainability and achieving effectiveness.

It has adopted strategic initiatives, the most important of which are the reduction of service centers, the unified national call center, and the unified platform for services, which in our humble opinion could become the cornerstone of providing services in the future.

The importance of digital transformation comes not only from being a modern type of government and a global indicator of development, but also because it is a tool for dealing with more than 205 nationalities in the country, and keeps pace with economic and tourism growth, and the prestigious position occupied by the state, reinforced by the high ceiling of the aspirations of customers, to keep pace with the rapid technical development.

The concerted efforts, the availability of proactive plans for the crisis management approach, the use of modern technology and advanced infrastructure, as well as the availability of effective institutional systems, is an Emirati model par excellence, worthy of development and follow-up, and the maturity of the use of digital services, and the tendency to develop proactive services from the benefits of the "Covid-19" pandemic ».

Despite this, we still notice a delay in the digital transformation of “G2E” workers, as some of the best transformation parties did not exceed 50% at best in this sector, and the lessons learned from the pandemic showed that the cornerstone of business continuity is the employee and his technical empowerment, so is it Will we witness a focus in the evaluation on this important segment of services?

This is highly expected, especially in light of the existence of measurement and monitoring mechanisms for lessons learned, which the National Authority for Crises and Disasters is following up.

The formation of the “National Committee for the Management and Governance of the Stage of Recovery from the Pandemic Crisis (Covid-19)”, headed by the Minister of Industry and Advanced Technology, came in line with the plan of the UAE government, and to enhance its efforts to combat the pandemic.

The committee’s terms of reference include developing a strategic plan and performance indicators for the post-pandemic phase, identifying and adopting operational indicators for the targeted sectors, measuring the performance of the work of the authorities concerned with returning life to normal, electronic linking of digital indicators and statistics, determining the financial and economic factors necessary to support the recovery phase, and focusing on benefiting from the points The state’s competitive strengths and advantages, and the enhancement of these advantages, including: advanced technology that enables digital transformation, such as artificial intelligence and fifth generation technology, health care, communications, infrastructure, and supply chains and logistics.

In addition, enhancing the local added value, and working to meet local demand through local content, and in a way that supports the small and medium-sized companies sector, as we look forward to a real involvement of national technical companies through umbrellas: the National Program for Small and Medium Enterprises, the Khalifa Fund for Enterprise Development, and the Mohammed bin Foundation Rashid for the development of small and medium enterprises, and the rest of the national programs, no, as we followed with some programs that announce their goals, but disappear after years without results.
