The digital government is a natural development of the model of smart, electronic and traditional governments, but the rates of change and its speed depend on the availability of the possibilities for change and natural development or technical leaps achieved as a result of leadership support, favorable conditions or exceptional cases.

Perhaps the “Covid-19” pandemic forced everyone to adopt remote work and study applications, and those who prepared for this benefited by providing appropriate environments for change in terms of legislation, infrastructure, technologies and applications that are compatible with their needs.

Last February, it was ranked first in the world in the “Bloomberg” classification of resilience, for the United Arab Emirates, and perhaps the continuation of providing government public services, one of the aspects of showing the results of the smart government and its applications, is a fruit of what has been built and invested in, through direct and simultaneous interaction with the citizen on the one hand. Enabling the public sector to work around the clock and provide services to all with transparency, reflecting a developed model of government, more flexible and ready, by exploiting advanced technologies and communication networks, and exploiting data and proactive predictive models, in designing and developing smart government services and experiences compatible with the needs of society and customers, wherever They were around the clock.

The use of data to protect the lives and health of customers, enhance their happiness, create better value for them, increase the efficiency and effectiveness of government work, and with the least possibility of human errors, is the most mature form of exploitation.

The development of partnerships with the semi-governmental and private sector, non-profit institutions, universities, hospitals and all segments of society, which led to shortening the time of customers, facilitating their access to services, and achieving a customer experience full of interaction and happiness, and perhaps the national sterilization program and smart stone procedures and the use of big data to limit the possibilities (contact with The preventive examination is a model for services that may have harassed some with their strictness, but have contributed to preserving the lives of many, and limiting the spread of injuries and infection.

One of the advantages of the pandemic is that it demonstrated the readiness and realism of the characteristics of the digital government, and revealed the falseness of the allegations of transformation for some, so that the availability of services was achieved, proving that the sectors are part of a government that does not sleep, working 24 hours a day, seven days a week, 365 days a year, hospitable. Like hotels, they are quick in their transactions, strong in their procedures, respond quickly to changes, innovate solutions to challenges, facilitate people's lives and achieve happiness for them, and rely on data to provide specialized services to customers that are compatible with their needs.

Perhaps the march of the efforts of the UAE government, over the years, during which it has been implementing many ambitious initiatives and projects, within the framework of the implementation of the UAE digital government initiative, has helped accelerate the pace of digital transformation in government agencies at the local and federal levels.

It encouraged the public to adopt and use digital services.

Among the most important initiatives and projects: the Federal Network, the Digital Innovation Center - CODI, the Government Services Link (GSB), the Big Data project, the National CRM system, and the Digital Identity Project (UAE Pass), which was previously known as the Smart Pass project, It was developed with a model cooperation between the Telecommunications Regulatory Authority and the Digital Government, Smart Dubai, and the Abu Dhabi Digital Authority, with the aim of creating a reliable digital identity for service providers in the UAE, and providing a smooth and secure experience for users, so that the digital identity constitutes an essential enabler of digital transformation initiatives, and plays an important role in achieving the foundations of Sustainable development, the goals of the UAE Vision 2021, and the UAE Centennial 2071. Among the most important advantages of the digital identity are access to a wide range of services, the ability to access digitally trusted service providers, and digitally sign and authenticate documents.

Although years have passed since the development of the digital identity project, we still notice a discrepancy between some parties in exploiting this important platform, and some still request, after logging in, that a copy of the documents be sent via e-mail!This is what we discussed earlier in our article “Say Done”, which makes us suggest evaluating the maturity of the exploitation of the parties involved and users of this platform, and announcing the results so that the distinguished get the full degree, and the innovators increase to the full degree, and the latecomers appear in the exploitation of this platform, which makes them (forced) ) to make better and optimal use of projects that cost the state huge sums, and they are still behind, as if walking in a dark cave, lagging behind the rest of the parties, while all they have to do, after signing the memorandum of understanding with the Communications Regulatory Authority and the digital government, and the technical link, re-engineer their procedures, including It reduces the required documents, reduces procedures, and enhances the speed of completion of transactions, similar to the rest of the authorities, which we may discuss with examples and examples in future articles.
