Forty-seven audiovisual players have pledged to promote good practices for parity in front of and behind the camera, by signing a dedicated charter, according to a press release published on Thursday.

Representatives of broadcasters (France Télévisions, TF1, M6, etc.), platforms (Netflix, Amazon, etc.), producers (ALP, Mediawan, etc.), institutions such as INA (National Audiovisual Institute), festivals like Séries Mania or even the national press (

, etc.) met on Wednesday in the presence of the Minister of Culture, Roselyne Bachelot, and the Minister for Gender Equality, Elisabeth Moreno.

“Pragmatic ideas that are easy to implement”

The result of collaborative work, the charter offers "pragmatic and easy-to-implement ideas in order to move quickly towards greater gender parity in companies", according to its instigator, the association "Pour les femmes dans les media” (PFDM).

This "non-binding toolbox" suggests, for example, the establishment of "women's quotas for all positions in the company" or joint lists for candidates pre-selected for a position, at all levels, "starting by trainees.

Its signatories also undertake to "think about solutions" such as "paternity leave mirroring maternity leave", "a systematic interview when women resign" to "free speech" or even "remuneration of experts so that 'they feel legitimate'.

A presence at the lowest, a much lower speaking time

According to the Arcom (ex-CSA) annual report on the representation of women, published on Tuesday, their proportion on television and radio – as presenters, journalists, experts or speakers – was 43% in 2021 (+ 2 points compared to 2020), i.e. the highest level since the start of this assessment in 2016.

However, their speaking time (36%, +1) remains significantly lower than their presence time.

In terms of series and TV movies, according to a study by INA unveiled in September with the PFDM association, women held on average only 38% of the key positions in the creation and production of French fiction broadcast in the evening in 2019.
