The Tokyo District Court dismissed the allegation of innocence in a trial in which a former deputy mayor of Ryugasaki City, Ibaraki Prefecture, was charged with violating the Government-manufactured Conflict Prevention Law for leaking information on bidding in advance in the construction ordered by the city. He pointed out that he had committed the crime against the background of his influential position, and sentenced him to one year and six months in prison with a suspended sentence.

Defendant Mitsuo Kawamura (66), who was the deputy mayor of Ryugasaki City, has information on the companies that participate in the six general competitive biddings, including the renovation work of the facilities of the junior high school, in collaboration with the former section chiefs of the city hall. Was accused of violating the government-manufactured negotiation prevention law, which was leaked to a former director of the Social Welfare Council in advance.



The former deputy mayor insisted he was not guilty of "I didn't know at all", but in the judgment, Judge Masafumi Sakata of the Tokyo District Court said, "The testimony of the former section chief and others who allegedly leaked information is vividly reasonable and credible. On the other hand, the testimony of the former deputy mayor is inconsistent with the people concerned and cannot be trusted. "



He pointed out, "With the influential position of deputy mayor, I colluded with a former director who has a strong connection with the construction industry and leaked information to his subordinates. He is also addicted and has a heavy criminal responsibility." He was sentenced to 1 year and 6 months in prison and a suspended sentence of 4 years.



Both the former director and the former section chief, who were both charged, have been convicted of suspended sentence.
