The IPCC report (Intergovernmental Panel on Climate Change) is talked about a lot, but who has actually read it?

With 4,000 pages for the complete version, and 70 pages not always popularized for the summary version, it must be recognized that it is sometimes necessary to hang on to approach this scientific document.

"While 90% of mayors have heard of the IPCC, no more than 10 to 15% of mayors have read the report," assures Aurélien Sebton, co-founder of Koncilio, a company specializing in communication and training on issues of local ecology, based within the Darwin ecosystem in Bordeaux.

It is based on a survey carried out among elected officials by its teams during the Congress of Mayors last November.

"Let everyone take their part in this challenge"

The purpose of Aurélien Sebton, himself a former regional and local elected official in New Aquitaine, is not to attack mayors, “watered with reports, and who cannot read everything.

"If we want certain messages to get across, we still have to synthesize this report in relation to the summary, and that's the approach we've taken," continues Aurélien Sebton.

“We are therefore offering public decision-makers a document of about twenty pages, in which ten pages summarize the first part of the sixth report, and ten other pages are devoted to biodiversity.

For example, it explains how greenhouse gases work, so that everyone can take part in this challenge.

Koncilio has also started a tour of France of mayors, starting with New Aquitaine.

“We went to Saintes, Angoulême, Agen, then we will do Dax, Limoges, Poitiers, Libourne… We suggest to elected officials that a climatologist come to the plenary session of the agglomerations, to explain what is in this IPCC report .

"Still debates about whether ecology is something ideological or factual"

Aurélien Sebton is convinced that “local authorities are very committed to ecological issues”, but he notes that there are “still debates about whether ecology is something ideological or factual.

It is therefore urgent to “reaffirm that the climate issue is above all a scientific question, which does not give rise to political debate.

And the basis of scientific knowledge is given to us by the IPCC.

An Giec who affirms that in New Aquitaine, “part of the coast will be submerged and that we will experience major episodes of drought and heat wave” recalls the former regional elected official.

“We have therefore arrived at the moment when we know that it will happen, and where we have to adapt, we cannot negotiate, even if it is difficult for local decision-makers to act that we need to artificialize less the floors while there is tension on the housing.

Koncilio also worked on a bill, tabled on December 6 by the senator from the North, Olivier Henno, which aims to provide elected officials with the summary of the IPCC report at the start of their mandate, like the charter of the local elected official.
