  Once upon a time, the fishery resources in the Yangtze River Basin declined sharply, and many kinds of fish were hard to find, which attracted much attention.

In June 2020, the Ministry of Public Security of China decided to mobilize all police along the Yangtze River to carry out the "Yangtze River Fishing Ban" operation, focusing on combating fishing-related crimes, for a period of three years.

  "Our work goal is very clear." The relevant person in charge of the Ministry of Public Security said that the "Yangtze River Fishing Ban" operation is mainly to prevent criminals from "dare not to arrest" by combating and deterring them, and through comprehensive rectification to prevent criminals from being caught. Guide the widespread formation of an atmosphere of "don't want to fish" in the society, and win the fundamental time for the ten-year ban on fishing in the Yangtze River.

  The public security organs took the lead in identifying the "difficulties" in cracking down on illegal fishing in the Yangtze River Basin.

Illegal fishing and crimes are distributed in many locations in the Yangtze River Basin.

In order to avoid investigation and crackdowns, criminals mostly commit crimes at night, and most of the fishing sites are located in remote areas, mainly in concealed riverside tidal flats, Jiangxin Island and other gentle waters or shallow waters and branches of rivers that cannot be reached by law enforcement ships.

Most criminals drive self-use boats loaded with engines, "three no-ships", and simple rafts, and use tools such as "queer nets" and portable electric fish equipment to commit crimes.

This has brought challenges to the work of the public security organs to crack down on illegal fishing.

  In view of the fact that the Yangtze River Basin is wide and the fishing-related crimes are highly concealed, the public security organs have taken effective measures to promote the "Yangtze River Fishing Ban" action.

  One point is deployed, nine points are implemented.

The public security organs pay close attention to the whole process of "catching, transporting and selling", and take measures such as "one case and seven investigations", such as the source of fishing gear, the sales channels, and the hidden cases and backlogs, to destroy criminal gangs and criminal networks. So far, illegal fishing has been detected. There were more than 10,000 criminal cases, more than 900 criminal gangs were destroyed, and more than 270 key cases supervised by the Ministry of Public Security were all solved.

At the same time, the police have clarified the relevant legal application issues in handling illegal fishing crimes, providing legal guarantee for the precise crackdown on illegal fishing crimes.

The public security organ has established the Ministry of Public Security's "Yangtze River Fishing Ban" Action Reporting Center, which implements a "7×24" all-weather operation mechanism. For each fishing-related report clue, it will deploy inspections as soon as possible, and report the inspection results to the reporting people in a timely manner. At the time when fresh consumption was booming, 7 batches of 88 unannounced visit working groups were successively organized to conduct unannounced visits to 268 districts and counties and 3,242 key areas along the Yangtze River, and deployed on-the-ground inspections one by one for more than 800 fish-related clues discovered.

  The ban on fishing in the Yangtze River requires a great deal of thunder, and the persistence of "grinding a sword in ten years", and it will continue to be promoted with a sound long-term mechanism and perfect supporting measures.

This is inseparable from the coordination and cooperation from relevant departments to the whole society.

  On the one hand, the public security organs organized the signing of regional police cooperation agreements to promote close cooperation and combined operations between CSC and the public security organs along the Yangtze River, and strengthened law enforcement cooperation with departments such as agriculture and rural areas, transportation, water conservancy, and market supervision, and deployed the Yangtze River and CSC. The public security organs dispatched more than 300,000 police officers, and together with fishery, maritime and other administrative law enforcement departments, carried out synchronous joint inspections and law enforcement, centralized destruction of illegal fishing nets and other activities to maximize the space for illegal and criminal activities.

  On the other hand, the public security organs took the initiative to jointly organize with the Ministry of Agriculture and Rural Affairs to carry out a fishing-related "100-day joint visit" activity to increase the public's awareness and participation. A total of 385,000 fishermen and villagers along the river were visited.

At the same time, the police specially produced more than 200,000 publicity posters for the "Yangtze River Banning Fishing" campaign, organized police forces to post them in key waters, aquatic product markets, catering establishments and other areas along the river, and coordinated the three major telecommunications operators to disseminate fishing bans to the people along the river. Text messages to guide the general public to support and participate in the fishing ban on the Yangtze River.

  In 2021, through the severe crackdown and comprehensive rectification by the public security organs, the situation of illegal fishing crimes in the Yangtze River Basin has undergone significant changes.

The average monthly number of criminal cases of illegal fishing in the 15 provinces and cities along the Yangtze River is more than 400, a decrease of nearly 40% compared with the previous year; the monthly effective reports received by the Ministry of Public Security's "Yangtze River Fishing Ban" Action Report Center has dropped significantly; the premise of increasing the number of unannounced visits The proportion of problem clues found dropped by nearly 20%.

  From "no fish to fish" to the reappearance of eel, fishing in the Yangtze River is prohibited, not only to protect the fish, but also to restore the ecological environment of the Yangtze River Basin.

In the context of the protection of the Yangtze River, the "Yangtze River Fishing Ban" is just the beginning.
