  At about 15:30, Zhang Dazhi and his colleagues from the Traffic Police Brigade of Bin County Public Security Bureau were patrolling 81 kilometers away from Ha-Tong Expressway in the direction of Ha-Jia when they found that the tires of a heavy-duty semi-trailer tractor fuel tanker in the opposite lane were smoking and catching fire. The people were still driving in the direction of Harbin City without knowing it at all. The patrolling traffic police immediately alerted them with megaphones and sirens, but the driver did not hear them.

  In an emergency, the traffic police took the risk of slipping on the snowy road, accelerated to the nearest Chang'an flyover, turned around and chased after the car, and finally stopped the car at 79 kilometers.
