  The reporter's investigation found that there is no "carbon emission manager" profession at present, only the "carbon emission manager" who will be included in the occupation classification ceremony in March 2021.

However, with the implementation of the "dual carbon policy", certificates related to carbon emission managers have become popular in major social media, and related training institutions are also mixed.

  Many candidates complained on the third-party complaint platform that when some training institutions promoted the "Carbon Emissions Manager" training course, they claimed that they had passed the exam, obtained a one-time advanced certificate, and could be part-time or full-time after obtaining the certificate. Give the promise that "you can get tens of thousands of yuan for the test certificate", and then lose contact after the candidate pays the fee or takes the test.

Deliberately exaggerating the validity of the certificate

  The reporter searched on the Internet with "Registration of Carbon Emission Managers", and saw a large number of advertisements placed by training institutions, most of which start at 1,000 yuan.

The reporter randomly clicked on several links to enter the relevant webpages and saw that these webpages were marked with slogans containing words such as "emerging occupation", "talent shortage", "monthly salary 3W" and "high gold content" in prominent positions.

  According to the contact information on an advertisement page, the reporter successfully added the social account of Mr. Li, the educational manager of an education company.

After asking about the reporter's educational background, Mr. Li began to strongly recommend applying for the "Carbon Emissions Manager (Occupational) Skills Certificate" and introduced the various advantages of the certificate.

  "After passing the exam, a training network will issue a carbon emission manager (occupational) skill certificate, which can be used as an important reference for the certificate holder's employment and promotion assessment. At present, there is a gap of 5 million people in the market, and 8,000 companies need certificates. It is the most promising industry certificate at present, and our company can recommend to go to XX Electric Power Construction Co., Ltd. and other companies for part-time jobs." Mr. Li said that the certificate of carbon emission manager is a stepping stone for the eight major emission control industries such as power, steel, and paper making. Relevant enterprises and companies apply for full-time jobs with an annual salary of 150,000 yuan; part-time affiliates can earn 30,000-60,000 yuan per year.

  Subsequently, the reporter contacted Ms. Li, HR of XX Electric Power Construction Co., Ltd., to confirm whether the certificate holder can be affiliated with the company.

Ms. Li replied: "I have never heard of this, and the company has no job requirements related to carbon emissions."

  In addition, Mr. Li recently posted a message in his "Circle of Friends" saying, "Don't worry about whether carbon emission managers can work part-time." The picture is a screenshot of the homepage of a website on January 5, 2022, and it is marked with a red box. Two pieces of news: The annual salary of two petrochemical companies' carbon emission part-time jobs reached 67,000 yuan and 76,000 yuan respectively.

The reporter checked the website and found that there was news about these two companies that day, but it had nothing to do with carbon emissions part-time jobs - Mr. Li's pictures were PS.

  During the interview, the reporter also added Director Meng of the Admissions Office of an Education Vocational Qualification Certificate as a "friend" according to the advertisement.

In order to attract reporters to apply for the "Carbon Emissions Manager (Professional) Skills Certificate" issued by a talent exchange center, Director Meng repeatedly emphasized: "We will recommend 8 to 12 nearby employment or part-time affiliated units for you to choose from. Before the certificate is passed, our school has already signed the part-time lease contract for the certificate for you."

  Afterwards, he also sent two screenshots of the transfer to the reporter, one with the remark as "Chen Wei's one-year part-time fee for a carbon emission manager, a total of 37,000 yuan", and the other for a two-year part-time fee for a carbon emission manager, with a total of 37,000 yuan. 68,000 yuan.

In the next few days, Director Meng kept sending voice messages to urge reporters to sign up, and the price dropped from the initial 3,500 yuan to 1,300 yuan.

  The reporter learned offline from a professional training institution that whether or not to have a carbon emission manager certificate is not an admission condition for engaging in carbon management work. Its nature is not a professional qualification certificate, but a general training certificate.

Nowadays, many training institutions advertise that they can arrange part-time affiliations and receive subsidies, which are all fake, and affiliation itself is also an illegal act.

A mixed bag of training institutions

No audio after payment

  The reporter searched and found that many candidates complained on the online complaint platform that they were suspected of being defrauded in the process of applying for the training institution. After paying the tuition, the training institution lost contact.

  Chen Jia (pseudonym) from Urumqi, Xinjiang, accidentally swiped a short video of a blogger analyzing the employment prospects of carbon emission managers while browsing a short video platform.

  Under the short video, some netizens left a message saying that they had passed the examination of an education technology company in Beijing, and had passed the examination and were successfully employed.

According to the contact information left by netizens, Chen Jia added Mr. Zhang from the company as a "friend".

  Teacher Zhang told Chen Jia that obtaining this certificate will be of great help to her future part-time jobs and employment, and her income is very considerable. The institution can also recommend affiliated companies to her.

Chen Jia was quite moved, and paid the company 3,500 yuan, including 500 yuan for the audit fee and 3,000 yuan for the carbon emission manager application fee.

  After the online training, the company's training teacher contacted Chen Jia again and said: "The educational affairs department of the institution has received a notice from the company that all the certificates currently used part-time need to be used together by carbon emission managers and carbon emission traders. Today, the group reported carbon emission trading. Teachers can be exempted from the test, and the certificate will directly connect with the part-time enterprise, the part-time fee is not less than 30,000 yuan, and a 3-year contract will be signed directly."

  Chen Jia asked which company could part-time job, the other party said it was a trade secret.

After negotiating the price, the other party agreed that Chen Jia would pay half of the fee for applying for the carbon emission trader, namely 1,500 yuan.

After the online course training and the online exam, Chen Jia did not wait for any information to sign a contract, and the other party blindly asked her to make up the remaining 1,500 yuan.

  At this time, Chen Jia felt that she might have been deceived. She went to the third-party complaint platform to search for the agency and found many similar complaint records.

Chen Jia contacted the other party to ask for a refund, or called the police. The other party said, "We are all regular operations, and I'm not afraid of you going to the police", and then "blocked" Chen Jia.

  Coincidentally, Li Lin from Shijiazhuang, Hebei had a similar experience.

He is currently engaged in natural gas-related work and chose to apply for the Carbon Emissions Manager Certificate for career development.

  Previously, Li Lin saw the link to apply for a carbon emission manager of an online education technology company in Beijing on the Internet, so he took the initiative to add the social account of the teacher of the institution.

The other party inquired about Li Lin's relevant information, and then sent him a payment code for payment. Li Lin paid the institution 3,800 yuan for the examination fee.

  However, after taking an online exam on December 28 last year, the teacher at the institution lost contact. Li Lin did not reply to messages or answer calls.

  The reporter saw on a third-party complaint platform that many consumers complained about an education technology company in Beijing, claiming that they fooled students into applying for carbon emission managers and carbon emission traders, promising to have high affiliate fees, but after paying the fees. Lost contact after spending thousands of yuan to tens of thousands of yuan.

Candidates should apply rationally

Do not blindly believe in certificates

  The reporter entered "carbon emission administrator" on a job search website to search, and found that the recruitment position did not appear.

When entering "carbon emission", the relevant recruitment positions that appear include "carbon neutral researcher", "carbon emission consultant", etc. The recruitment requirements do not indicate the need to hold a carbon emission manager certificate.

  Take the "carbon neutral researcher" as an example, the monthly salary is 20,000 to 30,000 yuan, and applicants are required to have a full-time unified recruitment master's degree or above, and have a professional education background in climate change, environment, energy, economy and other related fields.

  The reporter learned from interviews that the current occupational construction system of "carbon emission administrators" is still under planning. At present, the state has not announced its occupational access qualification standards, nor has there been a unified occupational qualification certificate.

  "In recent years, the country has been working hard to optimize the business environment and try to remove the restrictions on unnecessary market access thresholds, so a major qualification examination for approval has been cancelled." said Meng Qiang, a professor at Beijing Institute of Technology Law School. The emission manager certificate is just a training certificate. Candidates should not have blindness, superstition, or even a fluke, thinking that after obtaining this certificate, they will have a stepping stone to engage in the industry, so they should apply rationally.

  "Examiners need to strengthen their awareness of risk prevention before signing up, such as checking the relevant qualification certificates of the training company, etc., and using multiple information to determine whether the training company is a leather bag company or a fraudulent company." Meng Qiang suggested that for suspected exaggerated publicity, deceive candidates or even For training institutions that run away with money, the market supervision department should increase supervision, and the public security organs should also actively intervene after receiving reports, increase governance, and maintain a good market order.

If the amount involved is relatively large and the number of people involved is relatively large, you can also report the case to the public security organ and sue him for fraud.
