The Commission considers, however, that the decision to base the fight against Covid-19 on advice and recommendations instead of coercion was basically correct, since it meant that citizens retained more of their personal freedom compared to many others. countries.

Stronger and more interventionist restrictions and control measures should have been applied already in February and March 2020

The report considers that shopping malls, restaurants, cultural and sporting events, hairdressers, swimming pools and others should have closed by mid-March 2020. The Commission also
