The decree on the Youth Engagement Contract (CEJ) was published on Saturday in the Official Journal, before the entry into force on March 1 of this last social reform of the five-year term aimed at bringing back to training and employment 400,000 young people per year.
The CEJ, which takes over from the Garantie jeunes, is aimed at 16-25 year olds (29 in the event of a disability) "neither in employment, nor in studies, nor in training" and often outside the radars of institutions, to which it entitles them to a maximum monthly allowance of 500 euros if they respect their obligations.

“The text comes into force on March 1, 2022, with the exception of the provisions relating to the revaluation of the allowance paid under the youth employment contract which come into force on January 1, 2023”, specifies the decree of February 18. .
Payment of the allowance "may be withdrawn, in whole or in part, when the young person, without legitimate reason, is absent from an action provided for in the context of his youth employment contract or cannot justify the performance of positive acts defined within this same framework”, underlines the text.
According to INSEE, the rate of 15-29 year olds “neither in employment, nor in studies, nor in training” was 12.2% in the fourth quarter of 2021, or nearly 1.5 million people.
