However, the perpetrator will modify the IP address every time he logs in to the computer remotely, and it is difficult to lock the Internet location, which leads to a bottleneck in the handling of the case, and it is difficult to solve the case.
The clues to the problem were handed over to the County Commission for Discipline Inspection and Supervision, and the investigators compared and analyzed the method of committing the funds involved and the disbursement process of financial funds.
"We noticed that the integrated financial management system is in use in the whole county, but the hackers only attacked the special financial computer of Jiakedi Township, and the funds transferred out were the funds for the construction base of the Caoguo and Zhonglou projects." The investigator said, "Preliminarily judged that the perpetrator should be someone familiar with the township government's industrial projects and financial work."
Following this line of thinking, the investigators conducted a comprehensive investigation of the personnel who have been engaged in financial work in the township government since 2012.
During the third-party audit, the focus was on the audit of the financial funds of the Jiakedi Township government, and it was found that there were no relevant reimbursement data for multiple land acquisition compensation payments.
The auditors believed that this was just negligence in their work, but the case investigators of the County Commission for Discipline Inspection and Supervision found the clue.
"Accounting information is an important basis for disbursing financial funds, and it is generally impossible to be missing unless someone deliberately 'plays a trick'." After investigation, it was confirmed that the relevant compensation had been allocated to farmers, and the missing accounting information was the original accountant of the township government and Fuxin in added during the audit.
The County Commission for Discipline Inspection and Supervision decided to start the initial verification process for Hefuxin, and found that Hefuxin had purchased bank cards from several villagers in Jiakedi in early 2018 and asked them to handle online banking, including villagers involved in land acquisition compensation.
After the township government's land acquisition compensation was transferred into the bank accounts of these villagers, it was quickly transferred out.
After finding out the general whereabouts of the funds, the Fugong County Commission for Discipline Inspection and Supervision conducted a case review and investigation on the serious violations of discipline and law in Hefuxin, and established a joint investigation team consisting of the public security, auditing, and the People's Bank of China Anti-Money Laundering Center. It turned out that after He Fuxin served as the accountant of the township government, he found that the leaders of the township government did not understand finance, and the financial work was actually carried out under his own leadership.
He Fuxin, who felt that there was an opportunity, forged and altered a beautiful highway land acquisition compensation document through PS, scanning, mapping and other technical means, and transferred the compensation of 412,300 yuan to the bank card held under his control.
After succeeding, Hefuxin once again forged and altered the land acquisition compensation materials of four farmers in the same way, and defrauded the land acquisition compensation of 1.5 million yuan.
In May 2018, He Fuxin was transferred to work in the township government office, but he couldn't stop it after committing crimes many times.
He took advantage of the loophole that accountants and cashiers often inserted the township government's online banking USB shield into the computer in the financial room, and the password remained unchanged for a long time. He used the pre-installed remote control software in a remote Internet cafe to steal the township government's financial funds of 525,000 yuan. Yuan.
Until the incident, Hefuxin has embezzled and stolen more than 2.4 million yuan of state financial funds.
In April 2021, the Fugong County People's Court sentenced He Fuxin to 11 years in prison and a fine of 740,000 yuan for the crimes of corruption, theft, and obstructing credit card management.
