  In the Daxingyu mining area in the north of Jizhou District, Tianjin, in recent years, the singing of birds has replaced the roar of quarrying in the mountains, the air filled with smoke and dust has become refreshing, and the wounds of the riddled and abandoned mines have been covered with "green clothes".

  Since February 2014, with the coordinated development of Beijing-Tianjin-Hebei rising to a major national strategy and the signing of bilateral agreements between the three places, environmental protection cooperation has been elevated to a new level.

Especially in the field of atmospheric governance, the three places practice "responsibility sharing, information sharing, negotiation and coordination, and joint prevention and control", in coal-fired governance, industrial emission reduction, motor vehicle oil upgrades, shutdown of scattered polluting enterprises, and law enforcement linkages , standard unification, forecast and early warning consultation and other fields, there are many practices.

  In order to solve "heart and lung problems", in recent years, Beijing has focused on PM2.5 pollution, deepened the "one microgram" action, and promulgated dozens of local standards. With measures such as dust regulation, the battle to defend the blue sky has achieved remarkable results.

  Relying on the overall layout of "two cities and two ports", Tianjin will simultaneously realize industrial transformation and upgrading in the process of enterprise relocation and adjustment, develop emerging industries such as artificial intelligence, biomedicine, new energy and new materials, and speed up the optimization and adjustment of the steel industry structure.

  Hebei reduced excess production capacity of steel, coal, cement, flat glass and coking in the province, implemented "relocation and relocation" for enterprises in the main urban area of ​​the city, raised standards to implement industrial pollution control, and promoted the withdrawal of steel production capacity in Baoding, Langfang, Zhangjiakou and Qinhuangdao. .

  The data shows that under the condition of simultaneous improvement of regional air quality and favorable meteorological conditions, the average annual concentration of PM2.5 in Beijing's atmospheric environment will drop to 33 micrograms per cubic meter in 2021, and PM2.5 and ozone will simultaneously reach the national standard.

Zhangjiakou, where some projects of the Beijing Winter Olympics are held, has achieved all pollutant indicators reaching the national secondary standard for two consecutive years from 2020 to 2021.

  Since the coordinated development of Beijing-Tianjin-Hebei region for eight years, the three places have worked together to adjust the structure, promote transformation, improve legislation, strengthen supervision, technology assistance, industrial upgrading, and take various measures in the ecological field.

From the smog that locked the city in the past few years, to now that blue sky and white clouds have become the norm, the “change of breathing” in Beijing, Tianjin and Hebei reflects the effectiveness of ecological civilization construction.

  The improvement of air quality is not for the short-term goals of the Winter Olympics, but to improve the well-being of the people. The blue sky is not the only bright color in the Beijing-Tianjin-Hebei region. During the "14th Five-Year Plan" period, Beijing is striding towards the dual-carbon goal and implementing the Green Beijing strategy.

  Yu Jianhua, deputy director and spokesperson of the Beijing Municipal Bureau of Ecology and Environment, introduced that in 2021, Beijing will take the lead in implementing the "dual control" mechanism of total carbon emission intensity in the country, deepen the construction of the carbon market, and continue to fight the tough battle of pollution prevention and control.
