Following the debris flow that occurred in Atami City, Shizuoka Prefecture in July last year, a fine of up to 300 million yen will be imposed on corporations such as land owners and businesses regarding the strengthening of the embankment laws and regulations that the government is considering. It turned out that we have put together a proposal to establish a new regulation to impose.

In the debris flow that occurred in Atami City in July last year, the collapsed embankment seems to have expanded the damage, and the Ministry of Land, Infrastructure, Transport and Tourism and the Ministry of Agriculture, Forestry and Fisheries are considering regulations on embankments that are at risk of collapse, including revision of the law. I have been advancing.

Specifically, a place where there is a risk of damage due to embankment is set as a regulated area, and it is necessary to obtain permission from the prefectural governor when constructing in the area, and the land owner is responsible for maintaining safety. It is intended to clarify that there is.

Furthermore, in order to prevent inappropriate embankment, a new penal provision for corporations such as owners and businesses will be established, and a fine of up to 300 million yen will be imposed for unauthorized creation or violation of orders. I found out from the interviews with the people concerned that I summarized the above.

In addition, the name of the law will be changed from "Residential Land Development Regulation Law" to "Residential Land Development and Specified Embankment Regulation Law".

Under the current law, if you do not fill the embankment without permission or do not obey the administrative order, you will be punished with "up to 1 year in prison, fine up to 500,000 yen" regardless of whether you are an individual or a corporation. However, for corporations, this is significantly higher.

The government plans to make a cabinet decision on the amendment early next month and submit the bill at the next ordinary session of the Diet.
