  Zhu Mingxian, born in July 1943, is a native of Liaozhong, Liaoning Province.

He started working in September 1966 and joined the Communist Party of China in July 1979.

From 1970 to 1985, he successively served as engineer, deputy director of workshop, deputy director of Infrastructure Office, chief engineer, chief engineer, deputy secretary of the Party Committee, and Secretary of the Party Committee of Hubei Guanghua Cement Plant.

From 1985 to 1996, he successively served as Deputy Director and Acting Director of the Personnel and Labor Department of the State Building Materials Administration, Director of the Production Management Department, Executive Deputy Secretary of the Party Committee, member of the Party Group, Executive Deputy Secretary of the Party Committee, Member of the Party Group and Secretary of the Party Committee of the Organization.

From 1996 to 2001, he successively served as deputy director and member of the party group of the State Bureau of Technical Supervision, deputy director and member of the party group of the State Bureau of Quality and Technical Supervision, and member of the party group of the General Administration of Quality Supervision, Inspection and Quarantine.

From 2001 to 2006, he served as chairman of the board of supervisors of key state-owned large enterprises.
