  The reporter learned from the implementation plan announced this time that the city will further increase the investigation and punishment of illegal charging of electric bicycles, carry out joint law enforcement, and investigate and deal with public halls, evacuation walkways, stairwells, safety exits and other parts of buildings according to law. In addition to discouraging, stopping and reporting, those who refuse to make corrections and whose circumstances are serious will be gradually incorporated into the credit reporting system.

  Charging at home or in the corridor is prohibited, but the community lacks formal charging facilities, and "difficulty charging" has become a headache for many electric bicycle owners.

In order to make charging no longer a difficult problem for citizens, the implementation plan proposes that the city will achieve full coverage of charging facilities construction by categories and locations.

  Among them, for the projects of new construction, reconstruction and expansion of residential areas, electric bicycle parking places and charging facilities will be included in the supporting construction indicators of public service facilities, and the proportion of charging facilities will be specified.

For the existing residential areas, encourage all districts and regions to adapt to local conditions, and vigorously promote the construction of full coverage of charging facilities in residential areas in accordance with the principle of "charging (replacing) electrical cabinets and supplemented by charging piles", and build them according to the actual charging needs of the public.   Some communities have clearly built unified electric bicycle charging facilities, but the owners have reported that the charging facilities installed in the community are too expensive.

In response to this problem, the implementation plan specifically puts forward the requirement of "standardizing charging charges".

  Among them, for the charging facilities set up in the residential area, the charging fee adopts the "electricity fee + service fee" model.

The charging electricity fee shall be charged according to the electricity price policy stipulated by the government and shall be charged according to the residential electricity price; when each community determines the main body of the charging facility construction, it shall clearly regulate the charging service fee collection standard and implement the clearly marked price to ensure that the residents are willing to use it and can afford it.

  Electric bicycles and batteries are expected to be "identified" with the owner to achieve "one car, one pool, one code" identity authentication.

The reporter learned from the implementation plan that the city will encourage the promotion and application of smart sensors, two-dimensional codes, and electronic chips on electric bicycles and batteries. Binding information, keeping the front-end links such as production, sales, and registration consistent with the back-end links such as cycling, charging and stopping, maintenance, and recycling, helping to achieve a closed-loop with traceable sources, traceable destinations, and controllable quality throughout the entire life cycle of the entire chain manage.

  Electric bicycles also need "insurance"

  The implementation plan proposes that the city will promote electric bicycle sales stores to purchase property damage insurance, personal insurance and anti-theft insurance for electric bicycle users.

Promote the production (manufacturing) manufacturers of charging facilities to purchase liability insurance for the products they produce.

  In addition, the construction and operation enterprises of charging facilities are encouraged to purchase charging safety liability insurance, fire insurance and public liability insurance for the charging facilities operated by themselves in accordance with the principle of "who owns the insurance".

  The city will also guide and promote the construction of no less than one self-defense and self-rescue force in each community (village) that can undertake daily fire safety inspections and initial fire fighting, and study and formulate guidelines for the use of electric bicycles for fire safety.

  In addition, the city will carry out special rectification actions to severely crack down on illegal modification of electric bicycles and batteries and other illegal activities. Recycled vehicle parts and batteries are re-sold with new ones.

  According to the implementation plan announced this time, both units and individuals who have illegally demolished and modified will be severely punished.

  For the city's temporary, unlicensed, and over-standard electric bicycles, as well as electric bicycles purchased before November 1, 2018 that are not in the product catalog or have incomplete application registration materials, the recycling and disposal will continue to be promoted, and their driving on the road will be strictly investigated and the elimination will be accelerated.

  To speed up the cleanup of illegal vehicles, relevant units will also "due their responsibilities".

The implementation plan proposes that party and government organs, public institutions and state-owned enterprises at all levels in the city should perform their own electric bicycle parking and charging management responsibilities, and organize centralized cleaning of illegal electric bicycles parked inside the unit.
