China News Service, Hong Kong, February 15 (Reporter Han Xingtong) "Mainland Marriage and Family Cases Judgment (Mutual Recognition and Enforcement) Ordinance" (Cap. 639) ("Ordinance") and "On Mutual Recognition of Mainland and Hong Kong Special Administrative Region Courts" Arrangements for the Execution of Judgments in Civil Cases of Marriage and Family" ("Arrangements for Marriage and Family Affairs") came into effect on February 15.

  Under the new mechanism of the "Marriage and Family Arrangement", the courts of the two places can mutually recognize and enforce the effective judgments made by the other party in the marriage and family civil cases covered by the arrangement, so that the parties can be exempted from the courts of the Mainland and Hong Kong for the same dispute. The need to file a lawsuit saves time and costs, and also relieves their mental pressure, allowing them to obtain effective judicial relief in a convenient and timely manner, and more effectively protect their rights.

The Ordinance aims to implement the "Marriage and Family Arrangements" in the HKSAR through local legislation.

  The judgments made by the courts of the two places in the cases covered by the "Marriage and Family Arrangements" from the 15th, and the divorce certificates issued by the mainland civil affairs departments from the 15th, all apply the new mechanism.

  On the same day, the Secretary for Justice of the Hong Kong Special Administrative Region Government, Zheng Ruohua, said in a speech at a webinar on "New Mechanism for Mutual Recognition and Enforcement of Marriage and Family Cases in the Courts of the Mainland and the Hong Kong Special Administrative Region" co-organized by the Supreme People's Court and the Department of Justice of the Hong Kong Special Administrative Region Government. The mainland has established an effective judicial assistance system for civil and commercial matters under the "one country, two systems" principle.

The "Marriage and Family Affairs Arrangement" has set a new milestone in judicial assistance in civil and commercial matters between the two places.
