In September of last year, Ms. Saya Nishida (34), who was 5 years old in Okayama City, was repeatedly abused by having her stand in a pot placed on a chair for nearly 6 hours until dawn. Seiji Funahashi, a 38-year-old interior worker, was arrested by the police on the 9th on suspicion of being forced.



After being abused, she was taken unconscious and she died last month.



Mayor Omori of Okayama City, who has jurisdiction over the child guidance center, said at a press conference on the 10th, "I think it's a really painful case. I heard from the director of the child guidance center that it was a reasonable response. I deny it. I don't have the materials, "he said, explaining that no major problems have been found with the child guidance center's response at this stage.



He added, "It is necessary to look at it objectively with the eyes of a third party. I would like you to discuss not whether it is illegal or not, but how it has improved and where there is room for improvement." A council of outside experts verified the response of the child guidance center and expressed his intention to consider future improvement measures.
