  In order to fully implement the "Decision of the Central Committee of the Communist Party of China and the State Council on Optimizing the Birth Policy to Promote the Long-term Balanced Development of the Population", organize the implementation of the three-child birth policy and supporting measures, promote the realization of an appropriate fertility level, optimize the population structure, and promote the long-term balanced development of the population, Based on the actual situation of the city, this implementation plan is formulated.

  1. General requirements

  (1) Guiding ideology.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 19th Plenary Sessions, thoroughly implement the spirit of a series of important speeches made by General Secretary Xi Jinping to Beijing, implement the national strategy to actively respond to population aging, and reform services Management system, improve family development ability, promote the realization of moderate fertility level, promote long-term balanced population development, guarantee economic development and social progress, and provide strong support for building a world-class harmonious and livable city.

  (2) The main objective.

By 2025, the implementation measures of the active birth support policy will be gradually improved, the service management system will be basically complete, the level of prenatal and postnatal care services will be significantly improved, and the construction of an inclusive childcare service system will be accelerated. The nursery position shall not be lower than 60% of the standard, and the nursery service facilities shall be equipped.

The cost of childbirth, raising and education will be significantly reduced, the level of fertility will be appropriately increased, the sex ratio of the birth population will remain normal, the population structure will be gradually optimized, and the quality of the population will be further improved.

  By 2035, the institutional arrangements for promoting the long-term balanced development of the population will be more complete, the service management mechanism will operate efficiently, the fertility level will be more appropriate, and the population structure will be further improved.

The service level of prenatal and postnatal care and preschool education is in line with the people's needs for a better life, the family development ability has been significantly improved, and the overall development of people has achieved more obvious and substantial progress.

  2. Steady and orderly implementation of the three-child birth policy

  (3) Optimizing fertility policies in accordance with laws and regulations.

Comprehensively evaluate the city's population development situation, work foundation and policy implementation risks, and complete the revision of the "Beijing Population and Family Planning Regulations", the "Beijing Management Measures for the Collection of Social Support Fees" and the "Beijing Floating Population Family Planning Management Regulations" are abolished, etc. On the basis of the work, we will thoroughly clean up the relevant policies and regulations, improve the supporting documents, and ensure the effective connection of policies.

  (4) Establish and improve the population service system.

Strengthen the classified protection of children in distress and the protection of minors.

Build child-friendly cities.

  (5) Strengthen population monitoring and situation analysis.

Improve the life registration management system, improve the population monitoring system covering the entire population and the entire life cycle, and monitor the birth situation and population trends.

Relying on the big data platform, realize the integration, sharing and dynamic updating of population-related information such as education, public security, civil affairs, statistics, health care, medical insurance, human resources and social security.

Carry out population situation analysis and improve the population forecast and early warning system.

  3. Improve the level of prenatal and postnatal care services

  (6) Guarantee the health of pregnant women and children.

Do a good job in basic medical and health care services throughout the birth process, and integrate reproductive health services into the entire process of women's health management.

Optimize the treatment network for critically ill pregnant women and newborns, and improve the full-chain, full-cycle, and traceable services for high-risk pregnant and lying-in women.

Implement the maternal and child health protection project, promote the standardized construction and standardized management of maternal and child health care institutions, implement the upgrade and upgrade of standardized outpatient clinics for women and children's health care in community health service centers, and promote the entire neonatal department (ward) in maternal and child health care institutions, regional medical centers, and tertiary midwifery institutions. Strengthen the screening, diagnosis and intervention of risk factors and diseases such as myopia, nutritional imbalance and dental caries in children and adolescents.

  (7) Comprehensive prevention and treatment of birth defects.

Strengthen the linkage between departments, improve the comprehensive prevention and control network for birth defects, and improve the prevention, diagnosis, treatment and tracking services of birth defects.

Carry out one-stop convenience services for marriage registration, pre-marital health care, pre-pregnancy eugenic health check, and consultation and guidance.

Promote prenatal and postnatal integrated service management and multidisciplinary collaboration.

Scientifically expand the scope of disease screening for neonatal diseases.

Provide basic medical care and rehabilitation assistance for children with birth defects.

  (8) Standardize the application of human assisted reproductive technology.

Strengthen planning guidance, strict institutional access conditions, standardize the implementation of administrative approval, strengthen the dynamic exit mechanism, and build a human assisted reproductive technology service system with a balanced supply and demand and a reasonable layout.

Strengthen the quality control and supervision of assisted reproductive institutions, and provide more standardized, safe and high-quality assisted reproductive technology services.

Carry out special research on improving fertility.

  4. Develop an inclusive nursery service system

  (9) Continuously improve support policies.

Incorporate infant and child care services into economic and social development plans, study and improve support policies for planning, land, housing, finance, finance, and talents, and guide social forces to participate.

Encourage banking institutions to provide financial support for childcare services, and support insurance institutions to develop childcare-related insurance products.

Implement the relevant policies for including the care expenses of infants and young children under the age of 3 into the special additional deduction for individual income tax.

  (10) Vigorously develop inclusive childcare services.

Give full play to the amplifying role of government investment, actively participate in the national special campaign for inclusive childcare, increase financial support for inclusive childcare institutions, and guide social forces to participate in inclusive childcare services.

In the construction and transformation of urban and rural communities, we will build activity places and supporting service facilities for infants and young children that are commensurate with the size of the permanent resident population, and provide a number of inclusive nursery places in a flexible and diverse manner according to local conditions.

Each district implements the task of underpinning construction year by year according to the actual situation and the target requirements.

During the "14th Five-Year Plan" period, each district has set up no less than one comprehensive infant and child care service guidance center, which undertakes services such as childcare institutions and family parenting guidance in its jurisdiction.

  Encourage the society to provide diversified inclusive childcare services.

Encourage and support qualified kindergartens to open nursery classes to recruit children aged 2 to 3 and provide childcare services on the basis of meeting the requirements for children aged 3 to 6 to enter the kindergarten.

Strengthen the construction of community nursery service facilities, incorporate nursery service facilities into the city's residential public service facilities allocation indicators, and create a "quarter-hour" nursery service circle.

Support and standardize the construction and development of family nurseries.

Support qualified employers and large parks to provide nursery services for employees.

Encourage state-owned enterprises and other entities to actively participate in the construction of the inclusive nursery service system, and study the use of existing state-owned enterprise housing land and vacated land for the construction of nursery service facilities.

Encourage civilized units at all levels to play an exemplary role in promoting inclusive childcare services.

  Carry out online and offline scientific parenting guidance services.

Relying on grass-roots work positions such as community children's centers, women's homes, children's homes, parents' schools, etc., provide services such as parenting guidance, parent-child classrooms, parents' salons, and temporary custody, and explore the implementation of flexible and diverse care services.

Support the development of "Internet + Nursing", carry out online parent classes, parenting information and other services to help families with infants and young children improve their care capabilities.

  (11) Strengthen comprehensive supervision.

All kinds of institutions carry out infant care services in accordance with laws and regulations, and take primary responsibility for the safety and health of infants and young children.

Governments at all levels should earnestly assume supervisory responsibilities, strengthen informatization support, establish and improve registration and filing systems, information disclosure systems, and evaluation systems, strengthen dynamic management, and establish emergency response mechanisms for special situations such as institutional closures.

All relevant departments shall, in accordance with their respective responsibilities, strengthen the guidance, supervision and management of infant care services.

  5. Reduce the cost of childbirth, parenting and education

  (12) Improve supporting policies related to innovation.

Strictly implement systems such as maternity leave, breastfeeding leave, extended maternity leave, and paternity leave for men, establish parental leave, comprehensively utilize insurance, finance, salary and other methods, and improve the cost-sharing mechanism for vacation employment.

Improve the city's maternity insurance policy, ensure that the maternity medical expenses of the insured female employees are included in the payment scope of maternity insurance benefits according to regulations, and pay maternity medical expenses and maternity allowances in a timely and full amount.

In accordance with relevant state regulations, gradually establish and improve the subsidy system for family upbringing.

Families with a large number of minor children who apply for public rental housing may be included in the priority range of rent allocation, and appropriate care will be given in terms of house type selection.

Children under 1.3 meters can enjoy free discounts on buses and subways.

  (13) Promote educational equity and the supply of high-quality educational resources.

Continue to increase investment in education, further improve the conditions for running schools in primary and secondary schools, and promote the high-quality and balanced development of compulsory education.

Support urban sub-centers, Huitian area, Chengnan, Xinshougang and other key areas to optimize the layout of primary and secondary schools.

Support all districts to drive the development of relatively weak schools and expand high-quality educational resources through grouping, school district system and other school-running methods.

Relying on school education resources, and on the principle of public welfare and inclusiveness, we will promote the full coverage of after-school services in compulsory education schools, and coordinate the development of physical exercise, homework tutoring and Q&A, and a variety of comprehensive quality development activities.

Increase pre-school education support, continuously meet the family's demand for inclusive kindergarten degrees, and appropriately extend the length of time in kindergarten according to relevant requirements to provide services to families in need.

Include the frequency and cost of students participating in extracurricular training into the content of school supervision.

Standardize the training behaviors of off-campus training institutions in disciplines, the school-running standards of private education and training institutions, and strictly review off-campus and offline training.

Formulate prepayment management measures for off-campus training institutions of disciplines to effectively prevent financial risks.

  (14) To protect the legitimate rights and interests of women in employment.

Strengthen the supervision and law enforcement inspection of employers, standardize the recruitment and recruitment behaviors of employers, and employers and human resources service agencies shall not practice gender discrimination in the process of recruitment and employment.

Employers shall establish and improve the responsibility system for the performance of special collective contracts for the protection of the rights and interests of female employees.

Improve the contract performance supervision and inspection system, and investigate and punish illegal acts that violate the rights and interests of female employees in labor protection, maternity, and fair employment.

Encourage and support unemployed women to participate in free employment skills training in this city.

  6. Do a good job of policy adjustment and orderly connection

Establish and improve the agency and guardianship service system for the elderly, encourage and support qualified units, social organizations and institutions to accept the entrustment of special family planning families to provide life care, spiritual comfort, agency, and guardianship services.

Carry out in-depth "heart-warming action", establish a regular inspection system, and realize the "three full coverages" of grass-roots "double-post" contacts, family doctor signing, and priority and convenient medical services.

  7. Effectively strengthen organizational leadership

  (20) Mobilize social forces.

Give full play to the important roles of trade unions, the Communist Youth League, the Women's Federation and other mass organizations in promoting population development, family building, and fertility support.

Actively play the role of family planning associations, strengthen grass-roots capacity building, and do a good job in publicity and advocacy, guidance on prenatal and postnatal care, family planning family assistance, rights protection, and family health promotion.

Encourage social organizations to carry out public welfare activities such as services for the elderly and infant care services.

  (21) Do a good job in publicity and guidance.

Strengthen the publicity and interpretation of relevant policies and education on national conditions and policies, and guide the masses to correctly understand the changes in the population situation.

Carry forward the main theme, gather positive energy, timely and properly respond to social concerns, and create a good atmosphere.

Advocate the traditional virtues of the Chinese nation, strengthen the education and guidance of marriageable young people's views on marriage, family, and fertility, advocate age-appropriate marriage and childbirth, prenatal and postnatal care, encourage couples to share child-rearing responsibilities, and build a new marriage and child-rearing culture.

  (22) Strengthen work supervision.

All districts and relevant departments and units shall, in accordance with the requirements of this plan, clarify work tasks, pay close attention to the implementation of work, solve problems in a timely manner, and ensure that the optimization of fertility policies achieves positive results.

Each district party committee and government shall report to the municipal party committee and the municipal government on the population work in the region every year.

The Municipal Party Committee and Municipal Government will conduct inspections on the implementation of each district and relevant departments and units in due course.
