It was with this sentence that the Minister of the Interior, Gérald Darmanin, announced, in September 2020, in Rouen (Seine-Maritime), that France was going to adopt the “cell broadcast” technology.
Already deployed in many countries for several years (often for weather alerts), this device can send an emergency alert to all phones located in the same area without the owner having to install any application.
When Gérard Darmanin made this announcement, it was a few months after the fire at the Lubrizol chemical products factory in the capital of Normandy and while the inhabitants complained (and even more than that) of not having been notified in time.

The "cell bradcast" will be tested during two full-scale simulation exercises, one in June in the Bouches-du-Rhône, in Aix-en-Provence, the other in Rouen in stride, by July.
This was revealed by the prefect of Seine-Maritime, Pierre-André Durand, on Monday, reports 76actu, which explains why its implementation has been repeatedly postponed.
