  Feng Hua said that the election of the chief executive of the Hong Kong Special Administrative Region in 2022 is the first election of the chief executive after the improvement of the electoral system.

According to the newly revised electoral legislation, the Chief Executive shall be elected by members of the Election Committee (EC) through one-person, one-vote, secret ballot.

Voting is required for both contested and uncontested elections, and candidates must obtain more than 750 valid votes to be elected.

  He went on to point out that candidates for the Chief Executive must be nominated by no less than 188 members of the Election Committee, and no less than 15 members in each of the five sectors of the Election Committee.

Each Election Committee member may nominate only one candidate, and it cannot be withdrawn or withdrawn.

  The guidelines also update disqualification from being nominated as a candidate.

Feng Hua said that according to Annex 1 of the Hong Kong Basic Law, the Candidate Qualification Review Committee (QAC) is responsible for reviewing and confirming the eligibility of candidates for the election of the Chief Executive.

The Qualifications Commission may request the Returning Officer to provide opinions, and may also make decisions based on the review opinions of the Committee for Safeguarding National Security of the Hong Kong SAR.

  In terms of voting and counting arrangements, Fung Hua introduced that the REO will set up a main polling station at the Hong Kong Convention and Exhibition Centre for members of the Election Committee to vote for the Chief Executive election. The main polling station will use the electronic voter register system to verify voters. Identity and issuance of ballot papers; the central counting station is located at the Hong Kong Convention and Exhibition Centre. The counting will be conducted manually by the staff of the counting station under the supervision of the candidates, election agents or counting agents present, and members of the public. and the media can enter the counting station to observe the counting of votes.

  He also said that the REO will implement a number of measures to prevent the spread of the new crown virus at polling and counting stations, encourage Election Committee members to use the "Safe Travel" mobile application when entering the main polling station, and observe a series of epidemic prevention measures .

  In addition, he also reminded that the maximum amount of election expenses specified in the guidelines for candidates for the election of the chief executive will be increased from 15.7 million yuan (HKD, the same below) to 17.6 million yuan, and the election expenses incurred by candidates cannot exceed the maximum amount stipulated by law. , otherwise it is illegal.
