中新网1月27日电 据“东宁发布”微信公众号消息，东宁市疫情防控工作指挥部27日发布通告称，对全市公路、铁路进出城口实施严格交通管制措施，人员、车辆非必要不外出。公路客运车辆、公交车辆、通村车辆等公共交通设施暂停，出租车暂时停运，绥阳铁路进站通道关闭，铁路客运只进不出。

为进一步做好我市疫情防控工作，切断疫情传播途径，保障人民群众生命安全和身体健康，按照《东宁市新冠肺炎疫情控制应急预案》，现就实施交通管制事项补充通告如下。
1、对全市公路、铁路进出城口实施严格交通管制措施，人员、车辆非必要不外出。如特殊原因确需离开东宁的，须向所在单位和社区、村(屯)报备，逐级报市防指办审批同意，持48小时内核酸检测阴性报告出行。
2、公路客运车辆、公交车辆、通村车辆等公共交通设施暂停，出租车暂时停运，绥阳铁路进站通道关闭，铁路客运只进不出。
3、市内国省道、城区道路、乡村道路实行临时交通管制，除公务用车、防疫应急、执勤执法、保供车辆、货物运输车辆(含生活物资运输车辆，外贸、煤炭等企业运输车辆，下同)外，其他社会车辆(包括私家车等)禁止上路行驶。
4、上述公务用车、防疫应急、执勤执法、保供车辆通行，需持有车辆通行证。司乘人员需向社区、主管行业部门双向报备人员、车辆信息，由本单位(含执行公务所在单位，保生活物资企业等)出具介绍信及向行管单位报备的记录到市防指办领取。市防指办咨询电话：0453-5857712。
5、货物运输车辆进入东宁，需企业提前向主管部门进行报备，由主管部门向卡口推送后，卡口对车辆贴封条后进入东宁，企业负主体责任，并将各个环节的录像向主管部门推送备案。外地车辆无特殊情况，必须当日驶出东宁。本地车辆人员执行我市防疫政策，中高风险地区集中隔离，低风险地区居家管控，由行业主管部门及社区负责监督。如有违反规定，依法追究法律责任。
