PolyU strictly requires compulsory courses, Lingnan University actively holds a flag-raising ceremony, and the first semester of national security education in Hong Kong universities is completed

【Global Times Special Correspondent in Hong Kong Ye Lan】The Chinese University of Hong Kong is expected to launch a national security course in the 2022 academic year. It is also the fifth public university to announce the implementation of a national security course after the Hong Kong Polytechnic University, Baptist University, Lingnan University and Education University.

The fall semester just past was the first semester for some schools to carry out national security education courses. While actively cooperating with national security education policies, each school is also improving teaching methods as much as possible so that students can have a deeper experience.

The national security law in Hong Kong has been implemented for one and a half years, and many universities have successively implemented national security education.

According to Hong Kong media reports on the 16th, the Chinese University of Hong Kong plans to add a national security education course in the new academic year in September this year. In the newly revised university core course requirements, a new compulsory, 1-credit and graduation requirement will be added. "China Today" course, which covers National Security Law and Basic Law education.

CUHK said that in accordance with the Hong Kong National Security Law, CUHK has introduced a number of measures, including including a special lecture on "national security" in all orientation activities for new students, and providing student representatives responsible for preparing for orientation activities to explain national security and media literacy. importance.

In the past few months, CUHK has held lectures on "National Security" and "International Situation and China's Diplomacy" open to all teachers and students, as well as "Basic Law Workshop" for graduates who intend to join the government.

Previously, Polytechnic University, Baptist University, Lingnan University and Education University have implemented national security education courses.

In March 2021, the director of the education bureau revealed that after the implementation of the national security law, he had interviewed university presidents, including asking eight universities funded by the UGC to learn about the details of the implementation of national security education.

In September of the same year, the University of Education announced that national security law and national security education had been included in the compulsory courses this academic year, and were taught in seminars, lectures, etc., among which national security covered a considerable range. Cultural security, network security and ecological security are closely related to the life of citizens.

Hong Kong Baptist University stated earlier that from the new academic year, all newly admitted undergraduates must complete the compulsory courses of national security education before graduation. The courses will not be counted as graduation credits, but there will be assessments; the content covers network security, environmental security and public health.

On October 26, 2021, the first class of the National Security Education Course was held face-to-face by Mr. Fan Kaijie, the founder of the Hong Kong Restart Alliance, with more than 100 students participating.

With more than 200 presentations in class, Fan Kaijie repeatedly mentioned to the students the "four deadly crimes" related to the National Security Law, including secession, subversion, terrorist activities and collusion with foreign countries or foreign forces to endanger national security.

He took Tang Yingjie's case, the 12 Hong Kong people's case, and the illegal "35+ primary election case" that has not yet been sentenced as cases to clarify the words that have the meaning of secession, and at the same time cited the example of marathon runners' costumes to show that even if there is no action, the clothes It is also a high-risk behavior to have related slogans on it.

In November 2021, PolyU will also offer a national security education course, which all newly admitted students must take. Later, Chinese culture and history will be included in the core compulsory subjects, which involve national security education elements.

Teng Jinguang, President of PolyU, said that the basic requirement for students to abide by the law is that they hope that PolyU students can have both ability and political integrity.

He mentioned that there are still many people in the society who believe that PolyU students occupied the campus during the 2019 conflict, but the fact is that among the more than 1,000 people who voluntarily left the campus, only 46 were PolyU students. The biggest misunderstanding", from the incident to reflect, the most important thing is to make students clearly understand the boundaries.

Lingnan University has also included units on the national constitution, the Basic Law and the Hong Kong National Security Law in the common core course "Hong Kong Society".

Some Hong Kong scholars mentioned in online comments that Lingnan University is "advanced deployment" among the eight universities, and it is the only university that plans to set up a national flag honor guard for students.

In November 2021, in order to promote "national education" and "help students develop a sense of belonging to the country and national identity", the school plans to set up a "student flag-raising team".

The scholar said that many uniformed groups in Hong Kong have training and activities related to flag raising, but the university has not yet formed a flag raising team.

It is understood that Macao has established its first university flag-raising team a few years ago. Currently, there are five national flag teams in Macao’s higher education institutions, namely the University of Macau National Flag Team, the Macao Institute for Tourism Studies National Flag Team, and the Macao Polytechnic Institute National Flag Honor Guard (the above are the national flag teams of Macao Polytechnic Institute). The third of the four public universities in Macau), the National Flag Guard of Macau University of Science and Technology, and the National Flag Team of the City University of Macau.

"If Lingnan's flag-raising team is successfully established, I believe it will become a major national education highlight of the school. It can not only accept the guidance of the Hong Kong garrison barracks, but also communicate with the mainland and Macao national flag teams and undertake national education activities in the school."

On New Year's Day this year, Polytechnic University, Lingnan University and Education University all held New Year's Day flag-raising ceremonies in the morning.

Among them, about 500 teachers, students and management personnel of PolyU attended the ceremony.

Some of the people who participated in the flag-raising ceremony at the scene also waved the national flag and the regional flag.

Some local students who attended the event said that it was the first time for them to participate in the flag-raising event.
