  The documents show that the elimination-type industries are mainly outdated processes, technologies, equipment and products that do not comply with relevant laws and regulations, do not have safe production conditions, seriously waste resources, pollute the environment, and need to be eliminated.

  In September 2021, 11 departments including the National Development and Reform Commission, the Central Propaganda Department, and the Central Cyberspace Administration issued the "Notice on Rectifying Virtual Currency "Mining" Activities, requiring the strengthening of the entire upstream and downstream industry chains of virtual currency "mining" activities. Supervision, strictly prohibit the addition of virtual currency "mining" projects, speed up the orderly exit of existing projects, promote the optimization of the industrial structure, and help achieve carbon peaking and carbon neutrality goals as scheduled.

  At that time, the "Notice" emphasized that "virtual currency 'mining' activities" should be added to the "Industrial Structure Adjustment Guidance Catalog (2019 Edition)" "elimination category".

  According to incomplete statistics, in 2021, 12 provinces of Inner Mongolia, Yunnan, Xinjiang, Qinghai, Sichuan, Anhui, Hebei, Jiangsu, Zhejiang, Fujian, Jiangxi, and Hainan have taken action to rectify virtual currency "mining" activities.

  Specifically, Inner Mongolia fired the first shot of the local clean-up of virtual currency "mining" projects.

In early March 2021, the Inner Mongolia Development and Reform Commission issued a draft for comments, proposing to comprehensively clean up and shut down virtual currency mining projects, and to withdraw all before the end of April 2021.

In May 2021, Inner Mongolia successively set up a reporting platform for virtual currency "mining" companies and formulated eight disciplinary measures.

  Subsequently, Xinjiang, Qinghai, Sichuan, Yunnan and other provinces quickly followed and carried out virtual currency, especially Bitcoin "mining" activities to clean up and rectify.

After the 11th department issued the notice, Jiangsu, Zhejiang, Fujian, Jiangxi and other provinces also began to act.

On December 3, 2021, the Hainan Provincial Development and Reform Commission clearly implemented differential electricity prices for virtual currency "mining" activities, with a price increase of 0.80 yuan per kilowatt-hour.
