For the transition to 2022, the executive has offered the audiovisual and digital world a super-regulator.

Since January 1, the merger between the CSA, audiovisual policeman, and Hadopi, an anti-piracy agency, has given birth to Arcom.

"In 2021, the landscape has changed considerably with new very powerful players, in particular subscription streaming platforms, social networks", explains Roch-Olivier Maistre, who has just endorsed the hat of President of the Authority regulation of audiovisual and digital communication (Arcom).

This "was accompanied by important phenomena such as the development of pirating, false information, the phenomenon of online hatred ...", explains the enarque who headed the CSA since 2019.

Fight against manipulation

In addition to the graduated response system against piracy, Arcom will adopt "a new approach" against illegal streaming platforms. With strengthened powers, it "will draw up lists of illegal sites in conjunction with the beneficiaries", explains Roch-Olivier Maistre. In terms of sports piracy, event organizers will also be able to "take urgent legal action to block sites that broadcast illegally".

Arcom will also have subscription video platforms, social networks, and more generally online sites with at least 5 million unique visits per month, within its regulatory scope.

On the Internet, it will monitor the means put in place by online platforms to fight against the manipulation of information or the dissemination of hateful content but also to protect the youngest.

A regulator "guarantor of freedom of communication"

In addition to these additional skills, Arcom will continue to regulate the traditional media (radio, television) according to its initial roadmap, namely the 1986 law aimed at the defense of the pluralism of opinions or even a fair representation of society. The regulator "will remain faithful to its principles", namely "to be first and foremost the guarantor of freedom of communication", argues the president of Arcom, whose term will end in January 2025.

To cope with this increase in scope, the Arcom is also synonymous with internal upheaval with new directions to "avoid having a simple juxtaposition of the old CSA and the old Hadopi within the new structure", which includes 355 agents.

The college of the new authority is also reinforced, going from seven seats to nine with the arrival of two members from the judiciary: Laurence Pécaut-Rivolier, advisor to the Court of Cassation, and Denis Rapone, State Councilor.

On the budget side, Arcom will have 46.6 million euros, ie the addition of the resources of the CSA and Hadopi, but given the new missions of the authority, "from 2023, we will still ask a reinforcement of the means ”, specifies Roch-Olivier Maistre.
