Since taking office as the Secretary for Security of the Hong Kong Special Administrative Region Government on June 25, 2021, it seems that in a blink of an eye, Deng Bingqiang has been in this position for more than half a year.
The outside world has noticed that from being ordered in danger during the "black storm" in 2019 to taking office on the first anniversary of the implementation of the Hong Kong National Security Law, Deng Bingqiang became the chief of the police department with the shortest term since the return of Hong Kong.
"There is still a big difference between the work of the chief of authority and that of the director." One afternoon at the end of the year, Deng Bingqiang said in an exclusive interview with a reporter from China News Agency: "During the period as the director, the most important thing is the action (event). There are many cases, and the satisfaction of solving a case can be realized immediately. As a director, I mainly do some legislative work and policy work. It may take several years to enact a law. If successful legislation will help solve many cases, it will be beneficial to the society. The influence will be greater. Therefore, if you become the head of the Security Bureau, your responsibilities will naturally become heavier."
In Deng Bingqiang's view, the biggest achievement of the Security Bureau in 2021 is national security.
"A lot of people who'anti-China and disrupt Hong Kong' went to jail." Deng Bingqiang gave an example: "We have seen that the society has calmed down, and the instigators behind the scenes have also been arrested. What impressed me the most was the closure of the Apple Daily. This newspaper is poisoning the people of Hong Kong, especially by making young people have a wrong view of the country or the government. Now that they are over, it makes society better and more democratic."
Deng Bingqiang has a deep understanding of the proliferation of "fake news" in the past. During his tenure in the police force, he has pointed out "fake news" on many occasions.
"'Looking back at what happened in 2019, it is actually a'color revolution'. During this period, external forces endangering national security used'fake news' to provoke opposition between groups at different levels of society, and incited citizens to attack the government and law enforcement agencies. We must take targeted measures against these'fake news'. The Home Affairs Bureau is studying the use of legislation or other methods to regulate'fake news', and I will fully support it." Deng Bingqiang said categorically.
In Deng Bingqiang's vision, some "anti-China chaos in Hong Kong" elements absconded in order to escape legal responsibility, and are still involved in incidents overseas.
He said: "External forces instructed them to spread their teeth and claws, but I believe that they are only temporarily valuable. External forces treat them as pets. When these people are not useful, they will become abandoned children. So are these people who sell others. They will be betrayed by others. I believe that no matter how long the time is, no matter how hard it is, they will definitely be brought to justice."
Clearing Hong Kong's national security risks is undoubtedly the focus of Deng Pingqiang's work.
Deng Bingqiang analyzed that Hong Kong’s national security risks are firstly that some local terrorism has bred from 2019 to the present, including "lone wolves" with altered thinking, and secondly, that external forces will try their best to endanger Hong Kong in a geopolitical environment. National security includes the use of Hong Kong's environment to endanger national security.
Deng Bingqiang specifically emphasized the harm of "soft confrontation".
He said: "The unwilling'anti-China and chaotic Hong Kong' elements continue to poison citizens, especially young people, in ways that seem to not necessarily violate the law, but continue to poison people's thoughts. For example, the Hong Kong Speech Therapist Federation issued an announcement in the early stage. A picture book for children to poison children and kindergarten students."
2022 marks the 25th anniversary of Hong Kong's return.
Deng Bingqiang believes that this will be a special year.
"The implementation of Hong Kong's National Security Law and the election of the new Legislative Council have realized'patriots ruling Hong Kong' and embarked on a new milestone in Hong Kong's democracy. I think this is the era of Hong Kong's rebirth and I am full of expectations." said Deng Pingqiang, Security Bureau In addition to doing a good job in related security work, national security should not be taken lightly, including the legislative work on the promotion of Article 23 of the Basic Law.
