A strange thing about a university in Urumqi: the teacher organizes the test, and the accounting major goes to the tower to pass the test

These college students have been "employed" without graduating

Junior student Zhang Xiaobei (anonymous at the request of the interviewee) suddenly discovered that “there is another me in the world”: he obviously studied accounting at Urumqi Vocational University, but in the information system of the local government department, he was already in 2 A crane has been operating on the construction site of a construction company for 6 months.

A number of students from this school reported to the China Youth Daily that they were “employed” and were “working” scaffolding workers, electricians, crane drivers, and other types of work that had nothing to do with their profession. The company paid social security for them. Monthly wages-even though they never received it.

These students worry that they will lose their status as fresh students, which will affect their job hunting or advancement to higher education.

In response to a student’s consultation, the local social security department stated that it had paid employee social security, applied for civil servants, and participated in the recruitment fair for fresh graduates to some extent.

This is not the strangest thing these students have encountered.

They also reported that the school teachers organized them to take the exams collectively and threatened them with “no graduation without a certificate” and sold them a training certificate from the All-China Federation of Industry and Commerce.

"Do you dare to climb the tower crane?"

It was the first time I heard that Zhang Xiaobei was from Mongolia.

His school of business administration has 66 students in the 1751 accounting class.

In June 2021, squad leader Ma Jing pulled 40 people from Urumqi to a WeChat group and notified that "Ms. Song will arrange for you to take a test at the enterprise unit in July", "Review materials will be issued before the test, very simple! "

"Ms. Song" is the head teacher Song Haibing, and the examination is the qualification examination for special operations personnel.

According to the requirements, the students filled out the registration form and registered with their real names on the "Xinjiang Engineering Construction Cloud" applet.

This is a small program of the Department of Housing and Urban-Rural Development of Xinjiang Uygur Autonomous Region.

On June 29th, Song Haibing notified 15 students to take the June 30th exam, and another 25 students to take the July 1st exam.

When some students questioned "why let us take the "Tower Crane Certificate" for accounting", Song Haibing said that the test is a "school-enterprise cooperation". Some companies pay for the students to test the certificate. After obtaining the certificate, the company must let the company "borrow" it for free. Anchored.

One year later, the certificate can be linked to other companies to obtain benefits.

He said, "The number of places is limited, so all the students who go to the exam are selected."

A girl told a reporter from China Youth Daily and China Youth Daily that she was assigned to the "Ordinary Scaffolding" exam subject, which was absurd. She didn't even know what scaffolding was.

The parents told her, "Since it was arranged by the school teacher, it must be legal and reasonable."

In the "City Examination Group" established for this purpose, Song Haibing explained to the students how to deal with the interrogation: "A teacher asked, did you sign up through an intermediary? Answer no; have you promised to cover it? Answer no; Which company? Aerospace company; how much did the company charge? If the company did not collect the money, the company asked me to take the test. I don’t know anything, so I know the test."

Song Haibing also reminded students, "Put the reference answer in the phone file."

This is the "review material" sent in advance.

"When you go to the exam room, just use your mobile phone to search for the answer." Song Haibing prompted in the WeChat group.

Zhang Xiaobei saw from the notes for candidates listed in the admission ticket: Candidates are not allowed to bring any electronic equipment into the examination room, and mobile phones and other equipment must be stored by the examination staff in a designated location outside the examination room. Bringing into the examination room will be treated as fraud.

On the afternoon of June 30, he and other classmates entered the examination room with their mobile phones.

"About 100 people in the examination room use their mobile phones to search for questions."

According to his memories, the security guard at the door saw their group of students and joked: "Do you dare to climb the tower crane?"

A number of students who participated in the test told reporters that there were about 5 invigilators in the test room. They did not prohibit candidates from using their mobile phones according to regulations. Instead, they reminded candidates to "place the mobile phone at an oblique position between the laptop keyboard and the screen." Electronic products are exposed in front of the camera of the notebook.

During the exam, you can't keep looking at your phone, and you have to look up from time to time.

The invigilator even reminded, "You can't take the full score, you have to answer a few wrong questions."

On July 9th, Zhang Xiaobei and other students received the "Special Operator Operation Permit" of the Xinjiang Housing and Urban-rural Development Department, with a red seal on it.

For the other 25 students, Song Haibing said that “no exams were scheduled” and did not take the next day's exams.

"Being employed"

From mid-July, Zhang Xiaobei felt that the monitor Ma Jing had almost become a labor agency.

From time to time in her class group, she asks students who have obtained certificates to bind "employment" companies through facial recognition on the "Xinjiang Construction Cloud" applet.

For example, on August 5, she asked three students to "hired to Xinjiang Jingxiang Fire Fighting" and three other students to "hired to Xinjiang Fuyuan Hongjing."

According to incomplete statistics, the whole class of students have been "hired" to Xinjiang Guangyuan Xinsheng Electric Power Engineering Co., Ltd., Xinjiang Jiateng Construction Engineering Co., Ltd., Xinjiang Wanzhu Construction Co., Ltd., Xinjiang Guotai Junan Construction Engineering Co., Ltd. and other companies. The employment period is 1 It varies from 3 months.

Zhang Xiaobei remembered that when the head teacher and the monitor asked them to click "agree" when they received the company's application notice on the mini program.

These young students do not know that there is a labor contract behind the "agree".

It was not until a classmate found out that he could not pay individual medical insurance and found out that he had paid employee social insurance before found out that he was already an employed person.

The students found the electronic version of the labor contract on the "Xinjiang Construction Cloud" applet.

China Youth Daily and China Youth Daily reporters have seen that these contracts stipulate the term of employment, job position and location. In terms of labor remuneration, most of them have a monthly salary of 5,000 yuan.

But as Party B hired in the contract, the students said that they had never received any labor compensation.

"Open that contract and see that there is a salary, a term of 3 months, and my signature." A female student told reporters that this was not signed by herself. "I signed (electronic signature) during the construction of cloud authentication, but I haven't signed this contract before, and I don't know about this contract."

In September, more than a dozen students jointly reported the incident to the school.

According to their memories, they couldn't find Song Haibing.

Zhou Xiaohong, Secretary of the Party Branch of the School of Business Administration, Xu Xinhuai, Deputy Dean, and others, as well as Wang Lei, a staff member of Urumqi Zhongxue Creative Human Resources Service Co., Ltd., came to the classroom to discuss with the students and let the students write a "Voluntary Acceptance of Corporate Funding Commitment" "Sign it.

In the letter of undertaking, the signing student must declare that he voluntarily accepts funding from this company and obtains the qualification certificate.

The funded projects include training fees, registration fees, examination fees, and appraisal fees, totaling RMB 5,800.

After passing the exam, my qualifications will be used by the company for one year free of charge.

Many students said that they did not receive relevant funding and so-called training.

"Using mobile phones to cheat and search questions does not require training." Zhang Xiaobei said.

"If you don't sign, they let us pay the 5,800 yuan fee." A student told reporters that under the pressure of the college leadership and the company, the students who had passed the test signed and pressed their fingerprints.

"It was September at the time, but the date of signing the letter of commitment asked us to write July 1."

When several students asked Zhongxue Chuangli to cancel the affiliated company, Wang Lei said, "The students who are not allowed to use it, we are ready to take legal proceedings."

Wang Lei also said that if any of the 15 classmates want to change their affiliated units, they can get 100 yuan operation fee for one change in this year.

One year later, "you can find the company to get a certificate to earn money. You can find me if you can't find it, and all the money you earn will be given to you."

At this time, Zhang Xiaobei and his classmates knew that they could get 100 yuan for only one operation of "call".

Since November, a person claiming to be responsible for “subsidies for special workers” contacted the students and transferred 500 yuan of “subsidies” to each person through WeChat, and said that this fee was also used in the past, but “it was transferred to the teacher, and the teacher said 100 of them Yuan is distributed to students".

According to the national corporate credit information publicity system, Urumqi Zhongxue Chuangli Human Resources Service Co., Ltd. was established on August 9, 2019, with Wang Lei as an executive director and Song Haibing as a supervisor.

The teacher organizes the test

After the special operation personnel qualification examination, Zhang Xiaobei's "fantasy examination journey" did not end.

On July 9, he received another test notice again.

He and 11 classmates were arranged by the teacher for the 2021 spring final exam of another university, the National Open University, to take the exam for others.

At first, they didn't know that it was a substitute test, they only heard that it was an "examination arranged by the school."

Ma Jing told them, "The 12 people in the form are going to take a test this Saturday and Sunday (July 10, 11)."

Almost all 12 people were selected from the students who participated in the selection of grants or scholarships.

Ma Jing conveyed Song Haibing's meaning to the class, "After the start of school, the selection will first select from these 12 people."

A total of 4 exams were held on July 10 at the Beijing Road Campus of Xinjiang Institute of Technology.

Song Haibing and Ma Jing sent messages and commands in the "Weekend Exam Working Group" established for this purpose. There are 28 people in the group. In addition to them, there is another class organized to take the exam for students.

Zhang Xiaobei said that everyone is unwilling to take the exam, but the head teacher has the power to judge students' awards and whether they can graduate successfully, and dare not offend them.

Ma Jing told the students to bring their ID cards, and told them that before entering the test center, they would get two admission tickets, one for their own and one for the candidate.

Upon inspection, he put his ID card and admission ticket on the table.

"But basically no one brings their own ID card." Zhang Xiaobei said.

"We can't bring our own ID cards, and we can't put in our own test admission tickets. If we are caught by our real names, we will be over. They will let us wait for people to get in when there are few people." According to him, someone at the test center checked the ID. "But there was a The staff at the door will be evacuated during the time period, and we will go in again."

These students first gather next to the canteen in the playground as required.

"A small black room next to the commissary. Many people are going in and out. No one turns on the lights, and only uses their mobile phones to turn on." Zhang Xiaobei entered and reported his name, and someone gave him a note-write it Admission ticket with candidate's name and exam number.

Zhang Xiaobei did not enter the examination room for the first time. He lowered his head and stuffed the admission ticket to the invigilator, and was blasted out-the admission ticket was a girl, "I was embarrassed at the time, so I ran out." The black room changed a note before entering the examination room.

He has never experienced such a messy exam.

After the candidates entered the examination room, the invigilator and the patrolling teacher found out that the testimony was inconsistent or cheated on the exam and were expelled from the examination room. After a while, they would go in again-"No way, the teacher outside has been stuffing the paper."

Zhang Xiaobei couldn't remember how many people took the exam that day. "At first, only one person took the test. Later, he was stuffed with two or three stubs. At most, one session replaced four or five." The candidates on the admission ticket were basically in the same examination room. , And some were divided into two examination rooms, he replaced one, and then ran to the next examination room.

During the lunch break, Ma Jing informed them, "It is not allowed to go home early without Teacher Song's permission" and "If you don't come in the afternoon, Teacher Song will deal with it seriously!"

In the afternoon, the place to receive the admission ticket was changed to next to a white private car.

The students judged from the degree of lenient and strict invigilation, "the invigilators inside are part of their people, and part of them are not theirs."

They took a total of 3 of the 4 exams, because the fourth exam was very strict.

After coming out of the test center, Zhang Xiaobei immediately searched on his mobile phone for an offence against the test.

"The criminal law says that it is illegal to take the test, but it must be the test stipulated in the criminal law." Zhang Xiaobei and his classmates rejoiced, "this test should not be."

According to the Supreme People’s Court and the Supreme People’s Procuratorate’s interpretation on the application of legal issues in criminal cases such as organizing examinations and cheating, this final examination is not a “national examination required by law” in the sense of criminal law.

A legal professional told reporters that the responsible persons should be dealt with in accordance with the administrative regulations of the education system, school rules and disciplines.

Sell licenses at will

Song Haibing will be the head teacher of the 1751 accountant in 2020.

In April this year, he told his class students that “the school stipulates that students in the business school must have a certificate from the All-China Federation of Industry and Commerce to graduate”, and because of the new crown pneumonia epidemic, they do not need to participate in training and examinations, and they can receive the certificate directly by paying the money.

According to the "National Federation of Industry and Commerce Talent Exchange Service Center Vocational Skills Training Project List (March 2019)", the certificate covers 7 categories, which are divided into three levels: elementary, middle, and senior, and the price ranges from 700 yuan to 1,500 yuan.

Zhang Xiaobei spent 780 yuan to purchase a junior human resource manager certificate, and the money was directly transferred to the monitor Ma Jing, without receiving any bills.

This certificate indicates that: holding this certificate indicates that the holder has participated in the relevant occupation (post) skill training held by our center, and has passed the assessment, and possesses the relevant knowledge and ability to work in the occupation (post).

According to the spontaneous and incomplete statistics of the students of the Business School, a total of 134 people paid for the certificate, including 11 advanced certificates.

"Students at school are not allowed to obtain advanced certificates." A staff member of the Talent Service Office of the Talent Exchange Service Center of the All-China Federation of Industry and Commerce told reporters.

This kind of certificate is issued by the school, and the training and examination are also organized by the school. The cost varies from place to place and every school, and the school is responsible for it.

"Whether you can graduate without this certificate is beyond the control of the issuing authority. It is up to the school to decide."

She said that the center definitely requires training, "you can get a certificate if you don't pay."

But the specific training is arranged by the school.

If you get a certificate directly without training, you should "report the exam with your studies", and you should "study every day and train every day" for related majors.

The students once reported to Urumqi Vocational University that Song Haibing and the Business School sold their licenses to students. The school claimed that Song Haibing did it personally.

The students did not recognize it because the students involved were from different classes.

A staff member of the Disciplinary Inspection and Supervision Office of Urumqi Vocational University told reporters that after being reported, Song Haibing had been dismissed and the relevant leaders of the Business School were also dealt with. The result has been reported to the Education Department of the Autonomous Region.

The students are concerned about whether the status of the freshman will be affected and other suspected violations of laws and disciplines of the responsible person, which need to be further understood.

Song Haibing said, "I have changed units."

He told a reporter from China Youth Daily and China Youth Daily that he had resigned in September.

He believes that the problem reported by the students is "a matter between the student and the school."

Song Haibing denied that he had a relationship with Zhongxue Chuangli Company, saying that he did not invest in or hold a position in the company.

He said that this is a training institution that has been cooperating with many colleges of the school and has a good relationship with Zhou Xiaohong, secretary of the Party branch of the Business School.

"The boss of the public school is called Wang Lei." Song Haibing said. He met Wang Lei through a teacher surnamed Luo in the Business School. "This teacher is Wang Lei's lover."

"I suspect that my identity has been stolen by them, and I have never partnered with them." Song Haibing said, because of this relationship, sometimes Wang Lei came to help and publicize it, nothing more.

Song Haibing also said that the special operation certificate test is indeed a corporate sponsorship model.

The company sponsors these students to take a certificate, and after the students get the certificate, they can also be affiliated after graduation. "There is money every year, as soon as I think it’s a good thing." went.

"After going there, I don't know what these affiliates are."

He emphasized that he "has never received any money."

Song Haibing also denied saying that "you cannot graduate without a certificate."

He said that the school had related requirements before that students had to obtain professional-related qualification certificates before they could graduate, but there has been no such requirement in the past two years.

Regarding organizing students to take exams, Song Haibing said that at that time, he only knew that Zhongxue Creative Company introduced students to do part-time jobs. “I don’t know what they did when they took students in.”

Song Haibing also said that these students said that they would take the test on their own, "that would be very troublesome."

"If it is a substitute test, they (students) are also participants, which is suspected of being illegal or even a crime." He said that what he knew was not a substitute test, "it was to let them copy something in the past."

However, he told reporters again, "It seems that they are writing for others."

Ma Jing told reporters that she was also used by the teacher to inform her classmates that she did not do what she intended.

The reporting students provided reporters with various chat records of Song Haibing in the class group and the representative examination group.

In this regard, Song Haibing said that he left the school and retreated, and many things "can't remember."

"It will inevitably have an impact on students, and this impact has actually occurred." Attorney Bai Yongliang, executive vice chairman of the China Human Resources and Social Security Council and founder of the "Vernacular Labor Law", was interviewed by a reporter from China Youth Daily and China Youth Daily Shi said that the impact is not that students are worried about the status of fresh graduates being affected by social security payments. The status is not directly related to whether they have paid social security or not, but is only related to the graduation time.

The real trouble is that these college students face background checks in the process of job hunting.

"Allowing others to sign up but not providing labor is actually a question of integrity." Bai Yongliang said, "Some units will exclude applicants during the interview because of their experience of sign up. This belongs to the autonomy of the applicant unit."

Bai Yongliang said that under the leadership of the teacher, the student was registered without knowing it. The organizers and institutions involved in the registration are the organizers and institutions involved in the actual major fault. It must be a forgery of contracts to turn students into business personnel.”

He said that the only way to reduce adverse effects is for students to demand compensation from relevant units through litigation, stop using certificates, and take out a verdict as supporting evidence when they may face problems in the future.

In addition, Bai Yongliang pointed out that the salary was not paid to the students who signed the contract.

"Where are the wages of these employees? Faced with the problem of fictitious headcount costs, if it is a state-owned enterprise, it will face problems such as the loss of state-owned assets."
